Introduction

Assembly Bill 2345 from Assemblymember Lorena Gonzalez would expand state Density Bonus Law by increasing the incentives for a housing project to provide an increased percentage of permanently affordable homes. 

The bill is based on the City of San Diego's enhanced bonus policy that has successfully created more market-rate and affordable homes.

AB 2345 is co-sponsored by Circulate San Diego and Up for Growth California, a state project of Up for Growth Action.

How AB 2345 Works

Currently, California Density Bonus Law provides a number of benefits, including up to a 35 percent bonus for the number of homes a developer can build, if they agree to set-aside 11 percent of their base density units as permanently affordable to Very Low Income households.

AB 2345 would allow developers to receive enhanced benefits, including up to a 50 percent bonus, if they agree to dedicate 15 percent of base density units as permanently affordable to Very Low Income households. 

When this policy was put in place at the City of San Diego in 2016, applications for use of the bonus program increased substantially. AB 2345 would maintain all of the substantial anti-displacement protections negotiated and adopted in 2014 through AB 2222
