Letter: June 2018 Draft Interim Guidance: Determining CEQA significance for Greenhouse Gas Emissions for Projects on the State Highway System

Circulate San Diego signed on to a letter to Caltrans in support of adopting guidance on determining CEQA significance for greenhouse gas emissions for projects on the state highway system. The letter recommends that Caltrans adopt guidance to analyze induced travel demand, proactively publicize and invite public participation in creation of guidance documents, and align the threshold of significance with California's existing climate policy by replacing the proposed threshold with "net zero increase in VMT."
