Davida has worked in the Architecture, Engineering, and Construction (A/E/C) industry for over 17 years. A well-rounded marketing professional with a strong background in administrative and office management her roles ranged from front desk first impressions, to managing job-site/project administration, to leading and working with design teams developing robust technical proposals to win work. She is a graduate of University of Phoenix with a degree in Business Administration with an emphasis in Marketing.
She recently returns to San Diego after a four-year stint in New York City and is enjoying her hometown in a whole new way, including taking mass transit for business and pleasure! When she is not managing Circulate’s office operations, she is running her mobile spray tanning business, working out, or enjoying live music. She thoroughly enjoys working with and supporting a positive team with a vision to create a dynamic change in the community.

Name: Sean Duffy-Polanco
Title: Summer Legal InternTell us a bit about your time at Circulate (planning, policy, roles, how long).
I was a summer legal intern with Circulate for about 11 weeks. I was fortunate to work on pieces of a major policy report, The Powerless Brokers, and a number of other projects that will help influence future reports in other areas.
What was your favorite part of working at Circulate?
I really enjoyed working with such a positive group of people, all trying to make San Diego a better place to live and work in.
What are your favorite projects or accomplishments from your time at Circulate?
Working on The Powerless Broker! It was fun to use my law school skills to help edit and cite check the final version. It’s an honor to be mentioned in the report for the small part I was able to play over the summer.
Optional: What are you doing next, and what are your career plans?
I will be starting my second year of law school at California Western School of Law in a few weeks. I am hopeful that my career will end up re-connecting with Circulate in the future, maybe through land-use or other legal interest area.

Circulate’s Latest Report – The Powerless Brokers

Next week Circulate San Diego is publishing our latest major report, “The Powerless Brokers: Why California Can’t Build Transit.”
This report focuses on the third-party permitting challenges that are arbitrary, excessive, and avoidable. Within this report are case studies from across California that document third-party permitting challenges for transit projects and recommendations for how to overcome those challenges.
For California to secure the transit it needs, it must empower transit agencies to build.
Our CEO and General Counsel Colin Parent will be speaking on a panel with our partner SPUR about the report on August 8th!

Recap: MLK Park’s New Trees & Signs Celebration

A huge thank you to SDG&E for awarding Circulate a grant to beautify MLK Park!
To celebrate, Circulate joined the Fourth District Senior Center’s Glide’n ’Stride Walkers, SDG&E, and City of San Diego Parks and Recreation staff for a walk around MLK Park. Together, we explored one of the new park loops, admired the newly planted trees, and checked out the updated map and stretching station signs.
It was inspiring to see that the walking group already uses the new signs to follow the designated loops each week—and many members now know the routes by heart. One of the Glide’n ‘Stride leaders expressed deep gratitude that Circulate was able to help bring more beauty and usability to the park. Circulate is excited to continue working with this amazing group and looks forward to future collaborations.
Recap: On the Ground in LA with the ATP TAC

Earlier this week, Circulate San Diego’s Chief Operating Officer, Jeremy Bloom, traveled to Los Angeles to attend a meeting of the California Active Transportation Program (ATP) Technical Advisory Committee (TAC).
The ATP TAC helps shape how California invests in biking, walking, and other active transportation infrastructure. Formed after the creation of the ATP in 2013, the TAC provides strategic guidance to Caltrans and the California Transportation Commission. Members represent a range of communities across the state—urban, suburban, and rural—as well as public agencies, advocates, and nonprofits.
A highlight of the meeting was hopping on bikes to tour active transportation projects around Union Station. TAC members got a firsthand look at LA Metro’s bikeshare program, their secure bike hub, and several ATP-funded improvements in the area. Experiencing the infrastructure by bike drove home the importance of continued investment in safe and accessible streets.
Circulate San Diego is proud to serve as a member organization of the ATP TAC and to help advance active transportation throughout California.

In keeping with our tradition, we ask our interns to share a few last words about the great work they have done and their experience with us.
Tell us a bit about your time at Circulate.
As an intern at Circulate this summer, I researched California’s Density Bonus Law (DBL) and local housing policy. After reviewing caselaw on DBL, I conducted a legislative history and spent time analyzing failed amendments to DBL as well as the ways that state DBL benefits differ for 100% affordable and mixed-income projects. Lastly, I assisted with editing and cite-checking the forthcoming Powerless Brokers report.
I also attended a San Diego City Council meeting, participated in a bike audit, met City Council members, and assisted with a press conference for the Fatal 15.
I’ve learned a lot, and it was great to work with an organization that generates forward-thinking policy and makes tangible improvements to San Diego.
What was your favorite part of working at Circulate?
My favorite part of this summer was the University Heights Bike Audit, led by Maria Walker and Carlisle Dockery.
And, of course, coffee runs with the planning team and interns!
What are your favorite projects or accomplishments from your time at Circulate?
My favorite accomplishment this summer was reading the state DBL cover-to-cover. This law has so much information, and it was rewarding to even start to make sense of something so complicated.
What are you doing next, and what are your career plans?
Next month, I’ll start my final year of law school at the University of San Diego. I am looking forward to working as an editor on San Diego Law Review, and I am excited to start up some longer weekend bike rides this fall. Post-grad, my plan is to stay in San Diego and find a position in the housing, land use, or tax sphere that allows me to do what I enjoy most: researching, writing, and editing.

For decades, the United States has been in a severe housing supply and affordability crisis . This imbalance has led to an unacceptable high cost of living in nearly every part of the country and has pushed homeownership out of reach for many families, and needs to be addressed.

Del Cerro Pedestrian Audit Recap

This past weekend, Circulate partnered with Strong Towns San Diego to host a Walk and Talk pedestrian audit in Del Cerro. The group surveyed the busy intersections of Del Cerro Boulevard and College Avenue and assessed safety concerns for people walking and biking—particularly when crossing the bridge over Interstate 8.
After the audit, participants gathered to discuss their observations—what worked, what didn’t, and key safety concerns, especially around freeway on-ramps and off-ramps. The group noted frequent driver-pedestrian conflicts, overgrown vegetation narrowing sidewalks, and a general lack of pedestrian-friendly features like shade trees and pedestrian-scale lighting.
During the discussion portion, we explored ideas to improve the area, with a focus on making it safer and more comfortable for walkers, cyclists, and SDSU students traveling to and from campus.

Join us at the Lakeside Back2School Jam!

In preparation for the upcoming school year, the Lakeside Teen Center will be hosting their annual Lakeside Back2School Jam on Friday, August 8 between 3:00 – 6:00 PM!
We are excited to table again at this amazing event, distributing safety materials such as reflective bracelets and helmets, to keep students safe while walking, biking, or rolling to school.
In addition, we will be bring our remote-control Traffic Calming Course, so parents and students alike can learn about a variety of traffic calming treatments such as a roundabout, curb extensions, and protected bike lanes, among others.
We’re looking forward to seeing folks in Lakeside next month!
District 8: A Gallery in the Streets

Circulate received a grant from the City of San Diego through the Arts, Culture, and Community Festivals (ACCF) program to create a self-guided walking/biking tour of street art found within District 8.
Circulate developed an interactive ArcGIS StoryMap which showcases various pieces of art found within District 8. Each art piece includes artist credits and additional information, where applicable. In addition to showcasing the art, the map displays all of the bike routes found within the San Diego region.

Recap: University Heights Bike Audit

This past weekend, Circulate and BikeSD hosted a bike audit in University Heights to submit Get-It-Done reports to the City. The group split into two: Circulate’s team focused on bike lane infrastructure—such as broken flex posts, faded bike markings, and suggestions for additional bike facilities along streets—while BikeSD’s team documented obstructions in bike lanes, including overgrown vegetation, debris, and vehicles illegally parked in the lane.

Fourth of July is tomorrow and many of you will be outside in the sun and the summer sun is especially dangerous! Here are a few summer safety tips:
- Take public transit to avoid holiday and beach traffic
- Be on the lookout for pedestrians
- Do not let fireworks distract you while driving
- Stay hydrated by drinking water
- Keep cool and avoid heat- and sun- related illnesses by seekingshade and applying sunscreen
- Dress for the heat by wearing light colored and loose fitting clothing
- Avoid sun- and heat-related illnesses like heat stroke and sun poisoning by drinking plenty of water, applying sunscreen, and seeking shade during long periods outdoorsLast but not least, remember, no matter the festivities: never drive distracted or impaired.

Circulate and our allies submitted a letter in support of working to advance land use, housing, and transportation policies in order to create a more sustainable, equitable, and prosperous state. We support trailer bills AB130 and SB130, which will reduce transportation emissions, grow transit ridership, and make it easier to build transit-oriented homes.

INTRO SPOTLIGHT: SAMANTHA KATZ
Tell us a little bit about yourself.
I am a rising sophomore at California Polytechnic University, San Luis Obispo studying City and Regional Planning. I got interested in urban planning and design after a video about roundabouts sparked a passion for understanding how streets and their design affect the lives of the people who live near and use them, as well as the environment. Over the past three years, I have dedicated much time to volunteer with environmental organizations throughout the city, such as the River Park Foundation. During my senior year of high school, I committed over 30 hours of volunteer work to preserving our local biodiversity. I am also passionate about photography and sailing. I have been sailing for the past 5 years and will serve as Cal Poly Sailing Team’s treasurer for this upcoming academic year.
How did you become interested in Circulate San Diego?
I became interested in Circulate San Diego while looking for an internship for the summer. I had heard the organizations name before but never took the time to look closely into their work. However, while looking for an internship, I revisited Circulates' website and learned a bit more about what the team does. I realized the organization’s mission to create mobility choices and healthy communities aligned with my personal goal of shaping San Diego into a more equitable city. I am super excited to get involved in Circulate San Diego’s mission this summer.
What’s your most memorable face palm moment? Or what is your biggest achievement to date? Choose one.
At one regatta this past year, I was chosen as one of our two women’s team skippers. This means I was in charge of steering a two person boat for half of the regatta within the women’s fleet (or division). However, it was extraordinarily windy the first day of the regatta. So, as my crew and I were sailing the course to check on conditions, we made a turn right in a puff of wind and capsized; before even a single race had started. Furthermore, we got our mast stuck in the mud. This meant that rather than righting our boat and sailing the day soggy, our boat became a land mark for the rest of the day and we sat on the beach until enough motor boats were free to help pull our mast out of the mud. In the end, we all had a good time and no one got hurt, but it was very embarrassing.
If you could choose anyone, who would you pick as your mentor?
If I could pick any mentor, I would choose my dad. Aside from his endless commitment to building the life he wants and his work ethic, he also has advice for every situation. I look forward to learning evermore about life from him.

Save the date for Imperial Beach’s Movie in the Night on Friday, June 19th from 6:00 PM-8:00 PM and for their Farmer’s Market on Saturday, June 20th from 8:00 AM-12:00 PM
Both events will be hosted at Veterans Park in Imperial Beach. At both events, Circulate will be demonstrating a temporary daylighting installment that also serves as temporary bike parking!
We will be talking to residents regarding the new daylighting laws that are now in effect and will be showcasing an infrastructure that the City of Imperial Beach is hoping to permanently install around the city. We hope to see you all there!

We will be meeting at Old Trolley Barn Park on Saturday, June 28 at 10:00 AM for a four-mile ride along Madison Avenue, 30th Street,University Avenue, and Park Boulevard. We will be documenting the cycling conditions for the Get-it-Done and Bike Lane Uprising reports.
Circulate Summer Legal Interns Speak at City Council ADU Hearing

On Monday, June 16, 2025, Circulate legal interns Sean Duffy-Polanco and Hannah Bollinger spoke at the San Diego City Council meeting addressing the City’s proposed accessible dwelling unit (ADU) policy. The interns highlighted how a lack of available housing and high rents have led to long commutes and concerns about whether homeownership will be possible for San Diego’s first-time and low-income homebuyers.
Their comments focused on the City’s proposal to allow ADUs for-sale, which Circulate has argued will create new and welcomed opportunities for affordable home ownership. Circulate has also published data showing that currently, the City of San Diego is producing fewer ADUs per capita compared to its peers.
The City Council received over 180 requests for public comment, and the majority of public commenters spoke in favor of limiting ADU construction. Ultimately, the City Council voted to amend the City’s ADU policy at a vote of 5 to 4.

Tell us a bit about yourself?
I am a rising third-year law student at the University of San Diego School of Law and a cyclist enthusiast from Ithaca, New York. Before Circulate, I worked as a Research Assistant to the law librarians at the University of San Diego law library. Outside work, you can find me biking, jigsaw puzzling, or editing law journal articles.
Prior to starting law school, I spent time in Paris, France, as a paralegal at an international law firm. I loved living in France, and I hope one day I can live there again.
In 2019, I graduated from Cornell University with a B.S. in Industrial & Labor Relations. While in college, I wrote my thesis on worker misclassification and competed on the swim team. Although my main event was the 500 yard freestyle, I am yet to attempt an open water swim in San Diego!
How did you become interested in Circulate San Diego?
When I moved to San Diego in 2023, I hadn’t had a car for 8 years. In Paris, I mostly relied on the metro, and anywhere I could not walk, I biked. I love how public transportation connects you to where you want to go, and I am excited to work with an organization that prioritizes public transportation and safe biking in San Diego.
I will be working on a Density Bonus Law project this summer, and I am looking forward to learning more about housing policy and what we can do to increase the volume of affordable housing in San Diego.
What's your most memorable face palm moment? Or what is your biggest acheivement to date?
A couple of weeks ago I was biking around Mission Bay, and as I was slowing down to get off the road, I underestimated how much sand had piled up and slid out on the sand. It was a slow motion fall, so I was okay, but it was still very embarrassing.
If you could choose anyone, who would you pick as your mentor?
If I could choose any mentor, I would pick my grandma. I never met her as an adult, but I think we would have had a lot in common, and I would have loved to learn more from her.

Save the Date for the Community Climate Conversations Bike Ride!

In collaboration with the South Bay Sustainable Communities, the County of San Diego, the Urban Collaborative Project, and the Climate Action Campaign, Circulate will be hosting a bike ride to the South Bay Community Farm for their Community Climate Conversations!
We will be meeting at the Palomar Street Transit Station on Thursday, June 12th and plan to depart the station at around 4:30pm.
The bike ride is about 5 miles in length. Please be sure to bring your own bikes and helmets! If you need a helmet, please reach out to us at [email protected] and we will ensure to provide you one.

Circulate and Vision Zero Allies Rally In City Heights to Call For Street Safety and Fix The Fatal 15

On Friday, May 30, at 1:00 p.m., at the intersection of University Avenue and Cherokee Avenue in the City Heights neighborhood of San Diego, Circulate San Diego, Families for Safe Streets San Diego, The San Diego County Bicycle Coalition, and BikeSD led a rally against traffic violence – calling on the City of San Diego to make improvements to “Get Kids to School Safely.”
We were joined by Councilmembers Sean Elo-Rivera and Stephen Whitburn, as well as San Diego Unified School Board Member Shana Hazan, who backed our call to support the Vision Zero Coalition’s budget priorities, which include:
- Improving safety along the 6 Critical Corridors to school;
- Fixing the Fatal 15 intersections; and
- Reducing speeds in school zones through the implementation of AB 43.
As San Diego decides on its budget for the 2026 fiscal year over the next week, Circulate will continue to remind our elected officials that street safety is an utmost priority of San Diegans, and money for this priority is available and prioritized by funds from the state and federal governments.
Circulate Endorses Over 50 Bills in the State Legislature for More Housing, Better Transit and Safer Streets

In 2025, Circulate has increased its advocacy at the California state legislature, working with a broad array of housing and transit allies to support over fifty measures that would encourage new housing and improve our transit options.
This year Circulate has joined in efforts to support a wide array of legislation, ranging from broad aggressive reforms to much-needed technical tweaks.

INTRO SPOTLIGHT: SEAN DUFFY
Tell us a little bit about yourself.
I am a second year student at Calfiornia Western School of Law, but I have already had a pretty varied career concentrated on problem solving. Before attending law school, I graduated with a degree in political science from UC Davis and spent several years in political campaign work. I used my experience creating campaigns to build up an insurtech in Carlsbad in 2020, which I exited a few years later. Shortly after, I served as a director for a local nonprofit focused on victim/offender reconciliation.
I enjoy deconstructing systems and finding logical connections, even in my free time. I am a massive soccer fan and can be found at almost every San Diego FC game as a leader of Frontera SD, the Supporters Union for the club.How did you become interested in Circulate San Diego?
I was born and raised in Santa Ana, but fell in love with San Diego when I moved here for my first job out of college. Immediately, it was clear that the biggest barrier to staying permanently was the lack of desirable housing for my income level. This included access to effective public transit and the ability to bike or walk to work. I was peripherally aware of Circulate San Diego, but learned more about the organization when Colin Parent spoke to the Urban Planning course at Cal Western. Colin spoke to the exact concerns I have and detailed how the organization works to improve our City. I am excited to play even a small part in helping Circulate SD’s goals come to fruition.
What’s your most memorable face palm moment? Or what is your biggest achievement to date? Choose one.
Before my now-wife and I were married, we took a trip together to San Francisco. We saved money by taking a very early flight and she was going to meet me at my apartment so we could leave together. But, I did not wake up with my alarm. Nor with her knocking and calling my phone. And she did not want to disturb the neighbors at 3 am, so she could only knock and yell so loud.
After about 20 minutes of constant knocking at my front door, I finally woke up. I had to grab my things as quickly as possible while brushing my teeth and apologizing over and over. Somehow this wasn’t a dealbreaker and we even made our flight, vindicating my dad’s programming to arrive at the airport at least two hours before takeoff.
If you could choose anyone, who would you pick as your mentor?
Fred Rogers (thee Mr. Rogers) for his demeanor, commitment to leaving the world a better place, and his creativity, among many other reasons.

Save the date for Cyclovia Encinitas this Sunday, May 18th from 10am to 2pm!
The City of Encinitas will be closing Coast Highway 101 from D Street to I Street to allow people to walk, bike, and roll freely through the open street event. Take part in a bike rodeo, test your skills on the bike course, decorate your helmet, visit the various informational booths, and more!
Circulate will be on board to give away plenty of bicycle safety educational materials, bike bells, lights and more throughout the day.

Another Successful Bike Anywhere Day (x3)!

Thank you to everyone who hosted or visited a Bike Anywhere Day pit stop yesterday!
Circulate supported three different pit stops across San Diego County. Maria and Davida brought some creative photobooth props to the City of Chula Vista’s pit stop by the Living Coast Discovery Center; Octavio and Leslie set up a parklet with the City of Imperial Beach Lifeguards; and Cierra and Carlisle hosted a bike-themed Jeopardy game with San Diego State University.
We loved seeing so many people excited about biking (and so many cool bikes)!
Jones Elementary Bike Bus Recap!

Last week, Circulate had the pleasure of conducting a Bike Bus with Jones Elementary!
Inspired by Coach Balto’s “Bike Bus World” movement, we coordinated with city officials, SDPD, the San Diego Bicycle Club, the Jones Elementary PTA, and many others to ensure a safe and fun ride around the neighborhood.
Students and parents began rolling out at 7:00 AM, picking up more riders at each designated stop along the way. We’re grateful to everyone who helped make last Friday’s event a success and look forward to hosting more Bike Buses in the future.

Bike Anywhere Day

May is Bike Month! It’s a celebration of biking for transportation, recreation, and leisure.
Celebrate National Bike Month by hopping on two wheels for Bike Anywhere Day on Thursday, May 15, from 6:30 to 9:30 a.m. This region-wide celebration is all about discovering the joy of biking—whether you’re commuting, heading to school, or just out for some fun. It's a free, feel-good event that helps reduce traffic, reduce pollution, and boost your health.
Circulate San Diego will be partnering with SDSU, the City of Imperial Beach, and the City of Chula Vista on hosting a pit stop for this event. We’ll be giving out snacks, drinks, and handing out free safety gear and materials to keep your ride smooth and safe.

Caltrans District 11 Highway Workers Memorial

On April 22, 2025, Circulate’s CEO and General Counsel Colin Parent provided remarks at the Highway Worker Memorial for Caltrans District 11.
Since 1921, 194 Caltrans employees have been killed on the job. One of the biggest hazards faced by highway workers are inattentive and distracted motorists.
The Fallen Workers' Memorial is a time to remember those who lost their lives building, maintaining, and operating California’s world-class transportation system. This observance also highlights safety awareness for employees in work zones, as well as the motoring public.
Uptown Pedestrian Audit!

In partnership with Vibrant Uptown and the Uptown Community Planning Group, join us on Sunday, June 1st at 10:00am for a pedestrian audit in Uptown.
We will be observing the bicycle and pedestrian safety conditions along Park Boulevard, University Avenue, and Normal Street.
Much ADU About Nothing

On April 28, 2025, Circulate San Diego and Casita Coalition sent a joint letter to the City of San Diego calling for a reorientation of its ADU program to help ordinary homeowners.
Most recent media coverage for San Diego’s ADU program has been on the subject of a few large outlier projects.
The letter from Circulate and Casita releases new data that shows San Diego is actually producing fewer ADUs than many of its peer jurisdictions. Data also shows that the vast majority of ADUs produced are in projects that are four units or fewer.
The letter recognizes that some investor-driven large ADU projects have generated significant opposition to San Diego’s ADU policy, and acknowledges that reforms are appropriate to ensure the long-term success of San Diego’s ADU program.
The letter also calls on the City to reorient the ADU program to help more ordinary homeowners, who are far more likely to want to build few, or only one ADU on their properties.

Celebrate National Bike Month by hopping on two wheels for Bike Anywhere Day on Thursday, May 15, from 6:30 to 9:30 a.m. This region-wide celebration is all about discovering the joy of biking—whether you’re commuting, heading to school, or just out for some fun. It's a free, feel-good event that helps reduce traffic, reduce pollution, and boost your health.
Circulate San Diego will be partnering with SDSU, the City of Imperial Beach, and the City of Chula Vista on hosting a pit stop for this event. We’ll be giving out snacks, drinks, and handing out free safety gear and materials to keep your ride smooth and safe.

WORK ANNIVERSARY SPOTLIGHT: LESLIE APARICIO

How many years have your worked for Circulate and what is your title?
I have worked with Circulate for a little over a year. I’m an Assistant Planner, but started off as a Planning Coordinator.
If this is your 1 year anniversary, describe what your day to day tasks look like?
My daily tasks at Circulate are varied and that is what I find most rewarding about the role. The diverse range of projects I contribute to allows me to engage in both technical and field work. If I am not working on a report, I am on a walk audit, creating educational social media posts, hosting walk and bike to school days, or creating maps on GIS.
During this time, what’s your most memorable face palm moment? Or what is your biggest achievement to date? Choose one.
I loved getting to install a pop-up parklet in Chula Vista for Park(ing) Day this past year. Being able to transform a curbside parking space into a temporary parklet for community residents to enjoy and engage with was amazing to see and experience. Engaging with community residents made it apparent how reimagining spaces for public use creates vibrant streets and pedestrian-friendly spaces.
What are you excited for about the future?
I am most excited about the upcoming bike projects coming to the San Diego region, as it is progress towards safer, more sustainable transportation options. As someone who has recently started biking, I’ve experienced firsthand both the joys and the challenges of navigating the city on two wheels. Working with Circulate San Diego has deepened my appreciation for the critical role infrastructure and connectivity plays in encouraging active transportation.

Circulate San Diego’s Advocacy Model

At Circulate San Diego, we have had some incredible successes, far larger than one should expect from a small nine-person organization. Our campaigns are often to advance and abundance agenda. Our efforts have led to thousands of affordable homes being developed on transit agency land. We drafted and sponsored Assembly Bill 2345 and Assembly Bill 1287, the most impactful housing production bills signed by the Governor Newsom in 2020 and 2023.
A large part of the credit goes to our advocacy model, that allows us to effectively apply pressure to decisionmakers with our relatively few resources.
Our CEO and General Counsel Colin Parent published a post detailing how our model works, and how other advocates can borrow and innovate from it.

Survey: Future Rapid bus from San Ysidro to Downtown

Do you make trips between San Ysidro, Chula Vista, National City, Barrio Logan, and Downtown to get to work, school, appointments, or other places? SANDAG is planning a future Rapidbus route to connect these communities.
