Davida has worked in the Architecture, Engineering, and Construction (A/E/C) industry for over 17 years. A well-rounded marketing professional with a strong background in administrative and office management her roles ranged from front desk first impressions, to managing job-site/project administration, to leading and working with design teams developing robust technical proposals to win work. She is a graduate of University of Phoenix with a degree in Business Administration with an emphasis in Marketing.
She recently returns to San Diego after a four-year stint in New York City and is enjoying her hometown in a whole new way, including taking mass transit for business and pleasure! When she is not managing Circulate’s office operations, she is running her mobile spray tanning business, working out, or enjoying live music. She thoroughly enjoys working with and supporting a positive team with a vision to create a dynamic change in the community.

Circulate San Diego Has Always Been an Abundance Organization

Circulate is a leading advocate for policies across a range of domains, including public transit, street infrastructure, and what we call sustainable growth. We often advocate for our issues to get a higher priority, or more funding. But often government already says they want to make our issues a priority, and even dedicate real funding to our causes. The bigger challenge can be to get governments to use their existing resources well, to actually produce the outcomes they say they want to achieve.
Earlier this week, our CEO and General Counsel Colin Parent posted writeup about how Circulate is a part of the growing “Abundance Movement.” If you have not heard much about the Abundance Movement, that is about to change. Several books are being released this spring, including Derek Thompson and Ezra Klein’s “Abundance which was published this week.
Recap: March’s Walk and Bike To School Days

March has been a busy month for Circulate, dedicated to teaching students about pedestrian and bicycle safety.
This month, we partnered with local schools to host four Walk and Bike to School Days! Last week, we kicked off with Chula Vista Learning Community Charter Middle School, followed by three more events this week at King Chavez Primary Academy, Burbank Elementary, and Museum School.
It was inspiring to see so many students walking, biking, and rolling to school. Circulate had a blast handing out safety items and educational materials to students and parents.

In 2023, Circulate San Diego co-sponsored Assembly Bill 1287, which created one of the most productive and impactful housing reforms in California.
The law was authored by Assemblymember David Alvarez and signed by Governor Newsom. It expanded upon California Density Bonus Law, allowing projects to be twice as large as underlying zoning, if they include a percentage of permanently affordable homes. The bill creates a win-win for more affordable and market-rate homes.
This week we launched a new web page to feature the bill. It includes history, FAQs, and links to the many news articles written about projects that are using the new tool.

Harborside Park: All-ages Bike Rodeo

Bring your helmet, bike, or scooter and join us for a Bike Rodeo at Harborside Park!
Circulate is teaming up with the City of Chula Vista's Parks and Recreation to host this exciting event on March 21st from 3 p.m. to 5 p.m.
At the rodeo, Circulate will set up an obstacle course designed to help riders practice key skills for on-road safety, including avoidance maneuvers, basic bike maintenance, and proper helmet fitting, all in a safe, controlled environment. Whether you're new to cycling or looking to enhance your skills, this event offers a great opportunity to become a safer road user. Plus, during the rodeo, the City of Chula Vista’s Parks and Recreation will hold an opportunity drawing for bikes and scooters for participants. Don't miss out on the fun!

Op-Ed on the Future of Transit in San Diego

Last week, our CEO and General Counsel Colin Parent was invited to write a guest editorial in the Voice of San Diego about his expectations for the future of transit. The piece was a part of the Voice of San Diego’s celebration of its 20-year anniversary.
In the piece, Parent argued that investing in high quality transit service will attract more riders, and avoid losing fare revenues. The piece also explained how new technologies can more evenly collect fare payments, and allow more transit vehicles to operate with current staffing levels.
Help Empower Students & Advocate for Safer Streets!

No parent should have to worry if their child will make it safely to school—but too often, unsafe streets put kids at risk. Circulate San Diego works directly with students to conduct pedestrian audits, teaching them how to assess their neighborhoods and advocate for safer streets. During a recent audit in Chula Vista, students identified faded crosswalks and drivers failing to yield, underscoring the urgent need for improvements. After each audit, we submit service requests to cities to address the most dangerous conditions—and we've already seen results this year.

San Diego Begins Issuing Tickets for Daylighting Violations

On March 1, the City of San Diego began issuing fines for violation of California’s new daylighting law.
This year, California became the 44th state to prohibit parking within 20 feet of an intersection. This rule is known as a “Daylighting Law” because it means that drivers approaching an intersection can see more daylight as they look up and down the street for oncoming traffic.
Circulate has appeared on multiple news outlets promoting awareness of the new rule. We have emphasized the benefits to all road users – with Policy Counsel Will Moore being cited by outlets like NBC 7 saying “If you ever pulled up to a stop sign and not been able to see around somebody who's parked right at the intersection, this is to prevent that from happening.”
Circulate and Allies Seek Improvements to ADU Bonus Program

Over the past month, the City of San Diego has considered major changes to the city’s award winning ADU Bonus Program. This week, Circulate San Diego and our allies asked the San Diego City Council to preserve San Diego's enhanced ADU program and thoughtfully weigh improvements to that program to alleviate our housing crisis.
On March 4, after a grueling 10-hour meeting and contentious discussion among the councilmembers, the Council adopted a resolution asking for the Planning Department to return within 90 days with a proposal to remove the ADU Bonus Program from certain single family zones with minimum lot sizes above 10,000 square feet. This was in response to concerns from the Encanto neighborhood, which had seen a disproportionate number of very large ADU projects proposed on such lots. The resolution also asked that the Planning Department propose revisions to the ADU Bonus Program that might improve the program in other ways.
Circulate and our allies continue to be actively engaged in this discussion, and will work to promote policy solutions that address our housing crisis.

Today: 30th Street Corridor Pedestrian Audit!

Join us today at 4 p.m. for a walk along the 30th Street Corridor in collaboration with the North Park Community Planning Group. We will be meeting at the North Park Community Park by Idaho Street and Polk Avenue.
We will split into two groups at Polk Avenue and 30th Street: one group will head north to Adams Avenue and 30th Street, while the other will head south to Upas Street and 30th. We'll meet back at the park afterwards to go over our observations.
This will be a long walk, so bring comfortable shoes!
Brothers on Bikes Family-Friendly Ride

Circulate San Diego is partnering with Movement Matters Collective and several other community partners to host “Brothers on Bikes.”
Join us for a 10-mile bike ride at 9:00am on Saturday, March 1st! We will meet at MLK Community Park and bike along Paradise Valley Road, Meadowbrook Drive, Imperial Avenue, Skyline Drive, and more (with a pit stop for coffee along the way). Don't forget to visit all of the vendor booths in the park before and/or after the ride. Circulate will be gathering bike audit data to identify desired bicycle network improvements in the neighborhood that would increase safety and comfort for riders of all experience levels.

The Future of the Purple Line Trolley

On February 13th, our CEO and General Counsel Colin Parent appeared on KPBS Evening Edition, and in an article with Andrew Bowen to discuss the future of the Purple Line, a proposed trolley route from the border through Kearney Mesa and Sorrento Mesa.
SANDAG recently completed a study of the proposed route, and found that it’s preferred project would cost $20 billion, a prohibitively expensive price tag. As a comparison, the recently completed Blue Line Mid-Coast Trolley Extension cost only $2 billion.Circulate has long advocated for the Purple Line. Still, it is necessary for transit agencies to plan for projects that are realistic in their ambitions. The problem with a $20 billion Trolley is not that it would be “too nice,” but rather that at such a high cost, it would be so expensive as to never be built at all.

Circulate Praises San Diego City Council for Prioritizing Street Safety in FY2026 Budget Priorities

Circulate Policy Counsel Will Moore appeared at San Diego City Council’s February 10th budget hearing to praise the councilmembers for prioritizing street safety in their FY2026 budget memoranda.
Earlier this year, Circulate wrote to the councilmembers to encourage them to prioritize street safety and #FixtheFatal15. Even as our long-term policies improve, pedestrian fatalities in San Diego continue to rise. Fixing those intersections where the largest numbers of pedestrians die should be a major priority.
The City Budget is in a significant deficit for general funds. But fortunately, the City will receive annually tens of millions of formula funds from TransNet and Senate Bill 1 that must be spent on transportation infrastructure and have increased from prior years. The City can and should dedicate a share of these available funds to repair the most dangerous intersections in the city.
Circulate and Allies Call for Preservation of Award Winning ADU Bonus Program

In a letter to the Mayor and City Council, Circulate joined local and state partners in urging the city of San Diego to preserve its effective and award winning ADU bonus program.
San Diego's ADU bonus program has worked tremendously well at building middle income housing without public subsidies, a category that before the program’s inception saw virtually no production.
As the letter states, "The framework of the ADU Bonus Program makes sense. The new homes built are all located near transit where additional infill growth helps meet our city’s climate and mobility goals. The projects also adhere to building size and height requirements of the zone. About half of the homes are deed-restricted as affordable to lower and moderate-income households. Without these homes, we would have more San Diegans struggling to afford to live in our city."
Circulate and Vision Zero Allies Review San Diego’s Draft Street Design Manual and Prepare Comments

Circulate and our Vision Zero Coalition welcome the recent draft release of theupdated City of San Diego Street Design Manual. The public comment period on the proposed update is ongoing and the coalition continues to evaluate the improvements and draft its comments and responses.
In December 2023, thanks in significant part to the advocacy of Vision Zero Coalition members, the City Council updated theComplete Streets Policy, Council Policy 900-23, recommending this update consistent with current national standards. This update to the Street Design manual is one of the important steps mandated by that Council Policy.
Friends and allies with comments or suggestions on the draft Street Design Manual should contact Circulate’s Policy Counsel Will Moore so that the Vision Zero Coalition might consider incorporating that input into our public comment letter, which we will be sending to the City in the coming days.

California Pedestrian Safety Month & Clean Air Day Celebration

Thank you to everyone who joined us on September 25th at Civic Center Plaza for our California Pedestrian Safety Month and Clean Air Day Celebration! We had a fantastic time showcasing a temporary parklet, teaching folks how to use our remote controlled traffic calming course, and distributing free bicycle and pedestrian resources and safety items.
California suffers from some of the worst air quality in the country. Collectively we have the power to change the world and can choose to do so in ways that help, not harm, all Californians. Join us in challenging yourself to create clean air in your community.

Clean Mobility Forum

Circulate had the pleasure of attending the Clean Mobility Forum on October 2nd.
The forum held in Pasadena was a jampacked event focused on clean mobility topics and discussions. Circulate attended different breakout sessions at the event that focused on community engagement, grant storytelling, strategic partnerships, and more.
At the event, Circulate got to network with fellow industry leaders, government workers, and people interested in making a difference in their communities. We hope to attend next year!

Take Our “Safe Routes to Parks” Survey!

Public green spaces are distributed inequitably across the city of San Diego. Hispanic and Latin residents and residents with low incomes have 54 percent and 55 percent less access to park space, respectively, relative to the city median—and research demonstrates that lack of access to these spaces has an adverse effect on overall quality of life.
To better understand the barriers that prevent many residents from accessing these spaces, Circulate San Diego is asking San Diego Promise Zone residents to voice their concerns regarding transportation infrastructure, access to public green space, and health equity.
The findings from this short 10-question survey will allow Circulate to identify potential quick-build treatments and draft city placemaking permit applications to take immediate action!
Our Safe Routes to Parks project is funded by the Robert Wood Johnson Foundation.
Caltrans I-15 Bike, Walk, and Beautify Event

Have you ever wondered what it would be like to walk or ride your bike on I-15?
On Saturday, March 25th, from 10:30AM to 1:00PM, you can join us on the 15 freeway for the Caltrans Clean CA Community Days!
Northbound 15 will be closed to vehicles and open to walkers, bikers, and rollers between Harbor Drive and the 94. Expect family games, activities, art installations by local artists, safety equipment demonstrations, and lots of resources and information about transportation and clean communities. These free events will be easily accessible by the trolley at Pacific Fleet Station or 32nd & Commercial Station.
Additionally, local leaders will be hosting "Bike, Walk, and Beautify" events at various gathering points along the route. Circulate is excited to join Council District 8 for the community cleanup at Dorothy Petway Park in Southcrest, so please stop by and lend a hand if you're in the area!

February Pedestrian Audits

We're excited to kick off this month with a series of pedestrian audits throughout the city, and we’d love for you to join us!
Serving Seniors Pedestrian Audit – February 18 at 11 a.m.
We’ll be meeting at 11 a.m. at the Potiker Senior Residents in partnership with Serving Seniors. The walk will cover 14th Street, Island Avenue, 19th Street, and Market Street.
30th Street Corridor Pedestrian Audit – February 21 at 4 p.m.
Join us on February 21 at 4 p.m. for a walk along the 30th Street Corridor in collaboration with the North Park Community Planning Group.City Heights Evening Pedestrian Audit – February 25 at 6 p.m.
Finally, we’re partnering with City Heights CDC for an evening pedestrian audit. We will meet at Teralta Park, located at the corner of Orange Avenue and Central Avenue.

RECAP: Los Robles Walk Audit

On January 23rd, Circulate partnered with Community HousingWorks to host a walk audit on one of their properties, Los Robles Apartments in the City of Vista. This property is located in the northeastern portion of Vista. This walk was coordinated with CHW staff as many residents had voiced their concerns regarding pedestrian conditions on streets around the property.
During the walk, the group noticed issues such as speeding, faded/missing crosswalk markings, lack of lighting, missing sections of sidewalk, among other things. The groups observations were recorded by Circulate and will be sent to the City of Vista in an effort to correct these issues.
We thank Community HousingWorks and their residents for a successful walk audit and look forward to continuing to work with their communities!

Join us at Dr. Martin Luther King Jr. Community Celebration and March

On Saturday, January 25th starting at 10 am, Circulate will once again be tabling at the Martin Luther King Jr. Community Celebration and March!
This incredible, family-friendly event unites the community in honoring the life and legacy of Dr. Martin Luther King Jr., a visionary leader who dedicated his life to the pursuit of justice, equality, and civil rights for all.
The day will feature an inspiring lineup of guest speakers who will share powerful messages about Dr. King’s impact and the delicious food from local vendors.
This year, Circulate will have two tables: one in the park and the other at the Fourth District Senior Center, which is located near the park! As always, we'll be handing out bicycle and pedestrian safety incentives and educational materials while discussing park beautification and pedestrian comfort.

North Park: 30th Street Corridor Walk Audit

Join us on February 21st, alongside the North Park Community Planning Group, as we identify safety hazards for pedestrians and bicyclists along 30th Street. We will be meeting at the North Park Community Park by Idaho Street and Polk Avenue at 4:00 PM.
We will split into two groups at Polk Avenue and 30th Street: one group will head north to Adams Avenue and 30th Street, while the other will head south to Upas Street and 30th. We'll meet back at the park to go over our observations.
Bring comfortable walking shoes!
New Overnight Express Bus Service: Connecting San Ysidro and Downtown San Diego

Starting Jan. 26, the San Diego Metropolitan Transit System (MTS) will start running a new, overnight bus service between San Ysidro and downtown San Diego. Route 910 will be an express route, serving limited stops between the U.S.-Mexico border and downtown.
The new Route 910 will help provide a link along the busiest transit corridor in the region during the hours when the UC San Diego Blue Line Trolley cannot run service.
Route 910 will:
•Operate from approximately 12:30 – 5 a.m., daily
•Run every 30 minutes
•Have stops at: San Ysidro Transit Center, Iris Avenue Transit Center, Palomar Street Transit Center, 24th Street Transit Center, near the Harborside and Barrio Logan Trolley Stations, and multiple stops in downtown San Diego.A one-way fare will be $2.50 for Adult riders, and $1.25 for senior, disabled and Medicare riders.
Circulate CEO Speaks at LAI Panel on CEQA: Past, Present and Future

Last week, Circulate CEO and General Counsel Colin Parent spoke on a panel titled CEQA: Past, Present and Future.
The panel was organized by the San Diego chapter of Lambda Alpha International, an honorary and selective global organization comprised of professionals working in land use.
The panel featured ModeratorMichael HansenofCity Forward LLC (and a former Circulate Board Member), and Anna McPherson ofAtlantis Group Land Use ConsultantsandHeather RileyofAllen Matkins, All three firms represented on the panel are also Corporate Members of Circulate San Diego.
During his remarks, Parent argued that CEQA often accomplishes its goals of reducing environmental impacts from human activities. Still, there are circumstances when the law is abused. He shared some examples of reform proposals that can still preserve the law’s useful purpose of environmental protection. Smart reforms can limit opportunities of abuse, while allowing for more of the developments we need like affordable homes, green energy, and public transit.

Circulate Calls for City of San Diego Budget to Fix The #Fatal15

Circulate submitted a letter to San Diego's Mayor and City Council asking that they prioritize street safety by fixing the "Fatal 15" deadliest intersections in San Diego.
Each year Circulate tracks pedestrian fatalities throughout San Diego to find those intersections that have been the deadliest in recent years but have not been improved for safety. Those deadliest intersections are the Fatal 15.
Even as our long-term policies improve, pedestrian fatalities in San Diego continue to rise. Fixing those intersections where the largest numbers of pedestrians die should be a major priority.

How many years have your worked for Circulate and what is your title?
I have worked as the Office Administrator for Circulate since 2019.
Describe what your day to day tasks look like?
For the past six (6) years, I have supported the Circulate team with a variety of tasks in each of our three (3) Service Sectors: Development, Planning, and Policy/Advocacy.
My day can range from receiving and tracking corporate sponsorships, assisting with our quarterly events/Annual Momentum Awards to obtaining and tracking insurance certificates for all of the wonderful fee-for service planning projects we do, to preparing and submitting quarterly Lobbyist Reports. I also prepare our semi weekly Circulator newsletter, perform website updates and love welcoming new hires, processing their onboarding paperwork to ensure a smooth first day, just to name a few!
During this time, what’s your most memorable face palm moment? Or what is your biggest achievement to date? Choose one.
I’d say my biggest and/or most favorite achievements to date were 1) overseeing both of our corporate relocations and 2) working with our webmaster to update our Circulate website. Both tasks were large and took a lot of planning. Both tasks enhanced Circulate’s image and branding inturn enhancing our work environment, in person and online. We love our new office at 701 B Street and love the new website that we can update easily…it’s always the little things😊
What are you excited for about the future?
Since day one and still today, I continue to be most excited and proud to support such a small yet mighty progressive team along with our tremendoulsy experienced Board of Directors that have a wealth of knowledge within their respective positions to make San Diego a more mobile city to live and work in; board meetings are fun brainstorm sessions that I get to take part in. I’m inspired and grateful every day.

Recap: 2023-2024 San Diego State University OTS Bicycle and Pedestrian Safety Program

This past year, Circulate teamed up with San Diego State University to bring bicycle and pedestrian safety programs to students, staff and faculty, and residents of neighborhoods around the campus!
With support from the California Office of Traffic Safety, Circulate delivered a packed lineup of impactful events and programs that made San Diego State University’s campus safer and more accessible for everyone.
The Circulate team worked hard throughout the year to deliver on this project and is looking forward to doing it all again for the 2024-25 cycle!

Recap: Downtown Silvercrest Residence Walk Audit

Thanks to the OTS/City of San Diego Grant, Circulate partnered with the Salvation Army’s Downtown Silvercrest residents for a walk audit of their community on Thursday, December 12th.
Circulate walked with residents to the Ralphs on First Avenue and G Street to observe and assess the safety of the pedestrian infrastructure. The walk provided an excellent opportunity for meaningful conversations with the residents, who shared valuable insights.
The walk started on a positive note, with participants appreciating the wide sidewalks and shady trees along E Street, which created a comfortable and welcoming environment. However, the walk audit also highlighted several safety concerns. For much of the route, there were no audible pedestrian signals (including near the Silvercrest Residence), short crossing windows on Market Street, sidewalks closed off for construction (notably at 4th Avenue and G Street), and faded crosswalks made navigation challenging. These issues were particularly problematic for participants using mobility aids or hearing aids, often leading to detours or the group becoming separated.

Circulate’s New Traffic Calming Course!

This past weekend, Circulate participated in Mid-City CAN’s 4th Annual Snowy Wonderland, where we debuted our new Traffic Calming Course. The course features a 10x14-foot mini town, showcasing some of the latest infrastructure developments in San Diego.
The course includes a mixed-use neighborhood with shops, apartments, a school, and a park, as well as bus-only lanes, a roundabout, curb-extensions, and various types of crosswalks. Yellow crosswalks indicate school zones, pedestrian scrambles allow walking in all directions when signalized, and the zebra crosswalks are paired with curb extensions. The course also features protected bike lanes, including a two-way cycle track through a roundabout, inspired by San Diego’s Pershing Bikeway.

How many years have your worked for Circulate and what is your title?
I have worked at Circulate for a little over 3 years, and I am the Director of Planning and Community Engagement.
Which role did you start out as and which role are you in now? Describe the different type of tasks you perform.
I joined Circulate in October 2021 as an Associate Planner and Community Engagement Specialist. After spending a little time in the Senior Planner role as well, I became the Director of Planning and Community Engagement in April 2023. The day-to-day of the job is definitely pretty different now, and I have to think about budgets, proposals, and program development far more than I could have anticipated, but I still get to spend about 40% of my time on the project-related work that I love the most! My favorite activities that Circulate’s planning team does are our walk audits, transit field trips, neighborhood bike rides, and GIS visualizations.
What are you excited for about the future?
All of the new bike projects coming to the San Diego region! I’m especially looking forward to the Imperial Avenue Bikeway and the Border to Bayshore Bikeway. I’ve loved riding the Pershing Bikeway since it opened earlier this year and can’t wait to have even more protected facilites for everyone to use.
During this time, what’s your most memorable face palm moment? Or what is your biggest achievement to date? Choose one.
This may be recency bias, but I loved getting to install a creative crosswalk on San Diego State University’s campus this fall. Studies have shown that these kinds of artistic quick-build solutions can reduce crashes, increase the likelihood drivers will yield to pedestrians’ right-of-way, and reduce driving speeds. As a planning team a lot of the work we do requires us to think about long-term goals and large-scale projects, so it’s always fun when we get to augment that with near-term action as well. Plus, I can’t think of a better way to spend a work day than being outside painting in the sun with my coworkers!

Thanks to the OTS/City of Chula Vista Grant, Circulate had the opportunity to partner with Norman Park Senior Center’s Sole Walkers for a walk audit around their community on Tuesday, December 3rd.
Circulate guided the Sole Walkers through Downtown Chula Vista and around Friendship Park. It was a rewarding experience, as Circulate had the chance to converse with the Sole Walkers, who truly enjoyed participating in these audits and had valuable input to share.
The walk started on a positive note, as participants appreciated the wide sidewalks and shady trees along F Street, which created a comfortable environment. They also enjoyed the pedestrian-friendly nature of 3rd Avenue, where the spacious sidewalks allowed them to walk side by side.
However, uneven sidewalks were a concern, with one participant likening it to a roller coaster ride due to constant ups and downs. Additionally, the lack of crosswalks along Davidson Avenue made some participants uneasy, especially at busy intersections, highlighting the need for safer pedestrian infrastructure.

This past year, Circulate and Vista Community Clinic (VCC) teamed up with the County of San Diego to bring bicycle and pedestrian safety programs to residents across the region! Winners Announced – 2024 Momentum Awards!

What a night! With hundreds of guests in attendance, not even the chilly weather or a few drops of rain could dampen the energy as we celebrated the 2024 Momentum Awards and Circulate San Diego’s 25th anniversary.
It was truly inspiring to gather with so many passionate individuals and organizations dedicated to creating safer streets, better mobility options, and thriving neighborhoods across the San Diego region.

New Circulate Report: “Vision Zero at Ten Years”

On Tuesday, November 12, at 8 AM, Circulate San Diego released its latest report – “Vision Zero at Ten Years – Struggling Forward in a Safety Crisis.” This report analyzes San Diego’s efforts to make our streets safer for everyone and finds that despite commendable efforts by the City, more pedestrians are being killed than they were ten years ago. Circulate’s Policy Counsel, Will Moore, presented the report’s findings, backed by families of pedestrians and cyclists killed in traffic crashes.
Circulate launched the report with a press conference at the intersection at University Avenue and 44th Street in the City Heights neighborhood of San Diego. That intersection is one of San Diego’s “Fatal 15,” the name given to the fifteen deadliest intersections in the city. The location was chosen because the deadly intersection is now a construction zone as it undergoes safety improvements. The backdrop served as an apt metaphor for the substantial – but still unfinished – improvements that the city is too-slowly making.
Moore summed up the report’s findings, saying, “Vision Zero has been a major step forward. But by itself, a vision is not enough. When an admirable vision is only partially implemented, the good intentions behind it start to lose credibility. And worse yet, our fellow San Diegans continue to die on our streets. We can do better.”
Surviving Family Members of Those Killed Call for Safer Streets at “World Day of Remembrance for Road Traffic Victims”

As the sun set over Alice Birney Park on Sunday November 17th, surviving family members of San Diegans killed in traffic crashes stood in a silent vigil. They were joined by community leaders and advocates observing The World Day of Remembrance for Road Traffic Victims, and paying respects to the 258 people killed on San Diego county’s roads last year.
The speakers focused on the theme of Getting Our Kids to School Safely. 46 of the shoes and backpacks on display were child-sized, representing the 46 youngsters killed on our roads last year. Councilmember Stephen Whitburn observed, "As we hold this vigil outside of an elementary school, we know that parents are afraid to let their children walk to school."
Families for Safe Streets founder Laura Keenan mourned the loss of her husband Matt. “I remember saying to him as he left the house, ‘I'll see you later’ and the next morning I had to explain to our 15-month-old son that his father wasn't coming home.”. Keenan cited Circulate San Diego’s report “Vision Zero at Ten Years” saying “We have had Vision Zero for ten years and despite good plans, deaths continue to go up.”
Councilmember Joe LaCava captured the mood of all present, adding simply “The time for words has passed.”

Recap: Turkey Giveaway and Resource Fair

Thanks to the OTS/County of San Diego Walk'n' Roll Grant, Circulate served as a community partner for Community Wraparound’s 2nd Annual Turkey Giveaway and Resource Fair! This year’s event took place on November 23rd from 10 a.m. to 2 p.m. at the Joe & Vi Jacobs Center.
In partnership with San Ysidro Health, Community Wraparound added a special Diabetes Awareness Month component to the event. In addition to distributing free turkeys and providing valuable community resources from local nonprofits, San Ysidro Health will also offered healthcare services on-site.
At Circulate’s table, we shared resources and incentives focused on pedestrian and bicycle safety. We also featured an interactive activity that highlights multi-modal transportation options and pedestrian safety.

Policy Counsel Meets With Statewide Housing Partners

On Wednesday, October 21, Policy Counsel Will Moore traveled to Berkeley for a meeting of statewide housing advocates.
The group discussed plans for legislation that would reduce permitting delays, cut costs, improve financing opportunities, and reduce barriers to homeownership. The group will continue to push for local and state reforms to end our housing crisis.
“Vision Zero At Ten Years” Policy Report Release – Nov 12.

On Tuesday November 12, 2024, Circulate will release a report on pedestrian deaths in San Diego.
In 2015, in response to a community effort led by Circulate, the City of San Diego adopted the Vision Zero initiative to eliminate pedestrian and cyclist deaths on our roads by 2025. That goal will not be met. This report analyses policy choices made by the City since then, and the results on our streets.
The report finds that national trends have gotten substantially worse, with pedestrian and cyclist deaths from crashes nearly doubling. Deaths in San Diego over the period have also continued to increase somewhat, though at a much slower rate than the national trend.
The report cites useful policy changes made by the City since adopting Vision Zero – changes that helped mitigate the national trend.
The report is expected to increase public awareness of our dangerous streets, commending important work that has helped make our streets better, and pushing our City and community to redouble its efforts and resources to help San Diego reach its elusive goal of Vision Zero.
The report will be released on Tuesday, November 12 with a press conference and media availability. Members of the Circulate community are invited to attend.
National Pedestrian Safety Month Halloween Safety Press Release

As we embrace the thrills of trick-or-treating, pumpkin picking, and haunted trails, it’s no surprise that October is also National Pedestrian Safety Month! Circulate San Diego, in partnership with California’s Office of Traffic Safety, is here to remind our community’s monsters and ghouls to stay vigilant while celebrating.
Halloween night is one of the deadliest due to increased pedestrian traffic and alcohol consumption. With little ghosts and goblins out haunting for treats, drivers must be extra careful. Planning to party? If you indulge, always have a sober ride home—just one drink can turn a spooky night into a nightmare!
Let’s keep our streets safe this October. Take the trolley, bike, or stay the night. For more tips and to learn about pedestrian safety, check out the NHTSA website.

The City of San Diego is working to slow traffic and make our streets safer! Visit their Virtual Open House from October 28th to December 2nd, 2024, to learn more and share your ideas with our team.
This project, funded by a Safe Streets and Roads for All (SS4A) federal grant, is embarking on three distinct efforts to reduce traffic related injuries and deaths by lowering speeds and identifying safety projects in areas of acute need. Circulate Promotes Pedestrian Safety for Halloween by Reminding Drivers Not To Run Over Pedestrians

Halloween is the ultimate pedestrian holiday! Little kids and their parents out trick or treating dressed in fun costumes. That makes it Circulate’s most important holiday!
Circulate San Diego is issuing a fang-tastic reminder the deadliest monster in your neighborhood doesn’t need a costume: it’s your car! This month, we’ll be encouraging drivers to be extra careful as more children are out walking the neighborhood haunting for treats.
“Driving under the influence can turn a spooktacular night into a real-life nightmare,” Circulate San Diego Planning Director Carlisle Dockery said. “If your night involves boos at a Halloween party, make sure you plan for a sober ride home. Even one drink can impair judgment.” And even sober drivers can kill people on a night like Halloween, so be extra careful.

Circulate Shares Transit Audit Tool at AARP Regional Round Tables

Last week, Circulate San Diego had the honor of presenting at AARP California’s Regional Round Tables in Oakland, San Diego, and virtually. We shared insights into the Transit Audit Tool Kit, a collaborative project with AARP California designed to help communities evaluate and improve their local transportation systems.
The Transit Audit Tool Kit is versatile and accessible, created for use by individuals, community groups, local leaders, school classrooms, and more. It provides a flexible framework for assessing safety and accessibility in transit systems, covering stops, stations, vehicles, and services. The toolkit outlines four different activities that can be completed in any order, allowing users to tailor the process to their community's specific needs.

Circulate Supports San Ysidro Health At Dedication Of New Healthcare Facility In National City

Circulate joined our allies at San Ysidro Health to celebrate the topping off ceremony for their new Health Center and San Diego PACE facility in National City.
This facility will improve healthcare access to patients in National City and surrounding communities for years to come.
The ceremony included opportunity to sign the topping girder, which was placed during the ceremony. Circulate representatives included Board Chair Sarah Buchanan, Board Treasurer Ana Melgoza, Policy Counsel Will Moore, and Prospective Board Member Alejandra Perez
Policy Counsel Will Moore Explains Proposition G, the Let’s Go San Diego Transit Measure in the Community

Last week, Policy Counsel Will Moore joined community partners UCSD’s University Transportation Advisory Committee and Student Transportation Advisory Committee on Thursday October 10th, and Albondigas East County on Friday October 11th to discuss the details of Proposition G, Let’s Go San Diego.
Proposition G is the only measure endorsed by Circulate San Diego this year, because it enhances funding for transit and infrastructure. It also includes an innovative provision for operational funding, in order to fully utilize the benefit of the any new transit lines.
Proposition G includes tough annual auditing measures and an independent committee to ensure that funds are spent according to the dedicated formula. The provision provides in its text that the funds will be spent 50% for transit infrastructure, 27% for improving roads, 14% for operations, 7% to local governments for their transportation needs, with administration limited to 2%.
We appreciate UCSD, Albondigas and the Burnham Center for Community Advancement for inviting us to talk about this exciting measure that could improve San Diegans lives for decades to come.
Happy Hispanic Heritage Month from Circulate!

Hispanic Heritage Month is a month-long celebration that runs from September 15 to October 15 each year. This observance honors the histories, cultures, and contributions of individuals of Hispanic descent. At Circulate, we highlight the significance of Latino Urbanism in shaping urban environments.
Latino Urbanism is the practice through which Latine communities have shaped the forms, functions, and cultural landscapes of American cities (Latino Urbanism, Los Angeles City Planning). This includes the creation of community spaces such as plazas, open-air markets, murals, parks, and other third spaces that reflect a blend of heritages and cultural traditions. In San Diego, there are many great spaces to experience, such as César Chávez Park, the murals in Chicano Park, and Old Town’s festivities for Día de los Muertos!
We are proud to honor our staff and other Latine urban planners for their valuable contributions. Thank you to our Circulate team for all the incredible work you do!

Join Circulate San Diego for our Fall Membership Mixer on September 25th at Gilly’s House of Cocktails as we celebrate 25 years of making San Diego a better place to live, work, and move around!
This special evening will feature a panel discussion reflecting on our successes and the work ahead. Our distinguished panel of former and current staff will include:
- Colin Parent - Current CEO and General Counsel of Circulate San Diego
- Elyse Lowe - Director of Development Services Department at the City of San Diego and former Executive Director of Move San Diego (2008-2014)
- Maya Rosas - Deputy Chief of Staff/Director of Strategic Initiatives with Council President Sean Elo-Rivera and former Director of Policy at Circulate San Diego (2017-2020)
The panel will be moderated by Ari Pounaki, Housing Policy Educator / Local Urbanist.

Today, Circulate San Diego will celebrate this year’s Park(ing) Day by installing a pop-up parklet at 359 3rd Avenue, Chula Vista, CA 91910.
This global event transforms curbside parking spaces into temporary public parks, or parklets, inviting communities to reimagine their streets as vibrant, pedestrian-friendly spaces.

9/25 Clean Air Day and Pedestrian Safety Month Celebration!

Join us September 25th at the Civic Center Plaza (1200 Third Ave, San Diego, CA 92101) to celebrateClean Air Day and Pedestrian Safety Month!
Circulate will be at the plaza from 11:30 AM to 1:30 PM showcasing a temporary parklet, our remote-controlled Traffic Calming Course, and distributing free incentive items such as reflective slap bracelets and bike lights. Papa Groovy's Ice Cream truck will be in attendance distributing FREE ice cream to those in attendance to help beat the heat!
California suffers from some of the worst air quality in the country. Collectively we have the power to change the world and can choose to do so in ways that help, not harm, all Californians.

Walking Field Trip of SDSU’s Villa Alvarado Residence

In partnership with San Diego State University’s School of Public Affairs, Circulate invites you to a walking field trip of SDSU’s Villa Alvarado Housing on September 24th at 3:00 pm. We’ll meet in front of the InfoDome (70 Centennial Plaza, San Diego, CA 92182). To avoid parking issues, consider using public transit; detailed transit options are available on the RSVP page.
This 1.5-mile walk will focus on conflict areas for pedestrians, skateboarders, and bicyclists especially on the intersection of College Avenue and Alvarado Road. Participants will have the chance to observe this critical intersection firsthand and provide feedback on how to improve infrastructure and safety using a walk audit tool.

Circulate Presents Work to City Council

Last week, Circulate San Diego presented our Vision Zero Safe Streets initiative to the City of San Diego's Active Transportation and Infrastructure (ATI) Committee.
Our team— comprised of Policy Counsel Will Moore, Director of Planning and Community Engagement Carlisle Dockery, and Associate Planner and Community Engagement Specialist Cierra Johnson—highlighted the critical work we’re doing to make San Diego’s streets safer for all users.
During the presentation, they discussed how Circulate conducts walk audits across the city to identify areas in need of infrastructure investments. These audits are essential for pinpointing where improvements like better crosswalks, pedestrian signals, and traffic calming measures can help reduce traffic fatalities and create safer environments for pedestrians, cyclists, and drivers alike.

Transit for Fun: SDSU vs Oregon State

Join Circulate San Diego for a Transit for Fun trip to Snapdragon Stadium for SDSU vs Oregon State football game!
On Saturday, September 7th, we will meet at 6:15 PM in front of the SDSU transit center to catch the green line trolley.
We will provide assistance with trip planning, PRONTO card purchases, and wayfinding. Trolleys will depart at 6:29 pm, 6:44 pm, 6:59 pm, and 7:14 pm.
Free PRONTO day passes will be provided, while supplies last!

Please join Mid-City CAN for a discussion on Measure G: Let’s Go! San Diego, a ballot measure that will make the transportation improvements the region needs including - higher frequencies, faster commutes, better roads, cleaner air, and funding for programs like YOP (Youth Opportunity Pass.
The purpose of this event is to help understand the measure and answer any questions community members might have.
