Davida has worked in the Architecture, Engineering, and Construction (A/E/C) industry for over 17 years. A well-rounded marketing professional with a strong background in administrative and office management her roles ranged from front desk first impressions, to managing job-site/project administration, to leading and working with design teams developing robust technical proposals to win work. She is a graduate of University of Phoenix with a degree in Business Administration with an emphasis in Marketing.
She recently returns to San Diego after a four-year stint in New York City and is enjoying her hometown in a whole new way, including taking mass transit for business and pleasure! When she is not managing Circulate’s office operations, she is running her mobile spray tanning business, working out, or enjoying live music. She thoroughly enjoys working with and supporting a positive team with a vision to create a dynamic change in the community.

Volunteers and Shoe Donations needed for the World Day of Remembrance for Road Traffic Victims on November 17th. We’ll honor the 283 people killed in San Diego County traffic collisions in 2022 and work for safer streets in their name. We’ll display a pair of shoes to visually represent those we’ve lost due to preventable traffic collisions. All shoes will be donated to charities following the event.

National Pedestrian Safety Month Halloween Safety Tips
The month of October is for pedestrian activities - trick-or-treating, pumpkin picking, and haunted trails galore. It should come as no surprise that October is also National Pedestrian Safety Month. How spooktacular!
To celebrate, Circulate is partnering with California’s Office of Transportation to encourage our community's monsters and ghouls to be extra careful while driving or walking to and from their frightful festivities. Remember Halloween is one of the most dangerous nights of the year with increased pedestrian traffic and increased alcohol consumption.

AB 1287 from Assemblymember Alvarez would expand California Density Bonus Law by creating a new "Middle Income Bonus Program." That program would encourage housing developers to maximize existing incentives to construct deed-restricted affordable units, and to provide additional deed-restricted middle-income units.

Recap: Dana Middle School’s BOOvie Night
Circulate joined Dana and Correia Middle Schools for BOOvie Night on October 20th.
Circulate staff brought our remote-control traffic calming course and safety guides to educate middle schoolers on bike and pedestrian safety. During the BOOvie Night, staff quizzed the students on bike and pedestrian safety tips and when they got the right answer they were able to spin a prize wheel and win cool incentive prizes! We were even able to giveaway a free helmet to one of the middle school students.
The booth was very popular and we spoke to over 200 students and parents that night! Circulate was able to participate in this event as a part of our Walk N Roll project funded by the County of San Diego and the California Office of Traffic Safety.
Circulate’s AB 1287 is now law
AB 1287 is a major legislative accomplishment. The Middle-Income Homes Bonus program will expand housing opportunities throughout California. It benefits all Californians by encouraging construction of more homes at every income level.
When AB 1287 takes effect on January 1, 2024, it will create a new incentive that can only be used when a project maximizes the production of Very-Low, Low, or Middle-Income units, as allowed by current Density Bonus Law. Only when those maximums are met, does an additional bonus become available when a project deed-restricts an additional percentage of Middle-Income homes.
Last week, our staff organized a press conference to celebrate this major win for housing production. We were joined by Assemblymember David Alvarez, and housing advocates.
A number of local outlets carried the story, including ABC 10 ,The East County Magazine ,Times of San Diego, CBS 8,NBC 7, and AXIOS San Diego. This kind of publicity is key to promoting our work to make San Diego and California a better place to live work and move around.

Recap: Southeastern Live Well Center Open House and Resource Fair
As part of our National Pedestrian Safety Month campaign, Circulate attended the Open House and Resource Fair for the New Southeastern Live Well Center (5101 Market St, San Diego, CA 92114) on October 14th from 11 am- 3 pm!
This event introduced the new Center to the public and showcased its services, such as a wellness and meditation garden, a new trail extension, public art and more. Circulate was able to provide community members with resources on pedestrian and bicycle safety.

How to Have Your Voice Heard: Planning group info session
The Institute for Public Strategies, in collaboration with the City of San Diego Planning Department, will be hosting a hybrid information session that aims to bring awareness of planning groups to community members interested in representing their community. This session will also touch on the benefits of participating in planning groups, their roles and responsibilities, and the process for City Council recognition.
This information session is being hosted on Tuesday, October 24th, from 6:00 p.m. - 8:00 p.m. at the City Heights Library (3795 Fairmont Avenue). Community members of all ages who are interested in serving their community, are current planning group members or wish to learn about planning groups more should attend. Dinner will be provided to all in person attendees.

RECAP: California Home Builders ALLIANCE CONVENING
This week, Circulate staff spent the day with housing advocates from across the state celebrating the many housing bills signed by Governor Newsom and began planning for the 2024 legislative cycle. Circulate’s policy Counsel, Will Moore, gave an update on how continued reform to housing density legislation can expand housing production.
Circulate is an active member of the California Home Builders Alliance, a group of organizations and advocates across the state dedicated to passing pro-housing production legislation. The coalition played a critical role in passing key housing bills during the 2023 legislative cycle.
RECAP: Circulate Hosts Panel on AHSC Program at SDHF Conference
On Tuesday, October 3rd, Circulate team members convened a panel presentation and discussion for the San Diego Housing Federation’s 2023 Affordable Housing & Community Development Conference. With support from Tampatha Climons, a long-time participant in Circulate’s multimodal transportation field trips, and Kevin Rodin, the Founder and CEO of CD-RG, the panel detailed how developers can leverage the State of California’s Affordable Housing and Sustainable Communities (AHSC) program to fund innovative affordable housing and transportation projects, shed light on the success of past programs, and showcased the positive impacts for residents.
Circulate was able to highlight our recent collaborations with Father Joe’s Villages and Community Housing Works, both of which utilized AHSC funding to provide residents of new affordable housing communities with innovative multimodal transportation programming, such as transit field trips, walk audits, and bike rodeos.

This past Saturday, Circulate was in Buena Park conducting community outreach for the city’s first Active Transportation Plan (ATP). The goal of the ATP is to help improve Safety, Connectivity, and Mobility Access for a better walking and biking experience in Buena Park.
Residents of all ages and abilities were eager to provide feedback on their own pedestrian and cycling experiences through Buena Park and take our survey. Feedback included addressing speeding on major streets such as La Palma and Beach Boulevard and expanding the bicycle network from other cities into Buena Park. The community feedback will be used to identify future improvements and infrastructure projects needed in Buena Park.
Circulate Welcomes New Affiliate: Families for Safe Streets San Diego
Circulate San Diego is proud to announce that it has become the fiscal sponsor for Families for Safe Streets San Diego (“FSSSD”).
FSSSD is a group of San Diego families who have lost loved ones to traffic crashes or been affected themselves. Through their stories and advocacy, they seek physical improvements on our streets, policy changes and the rapid implementation of Vision Zero.
FSSSD is led by Laura Keenan, who founded the organization after her husband Matthew was hit by a car and killed in 2021 while riding his bike in Mission Valley.
Families for Safe Streets San Diego is one of over 20 Families for Safe Streets across the United States, partnered with the national Families for Safe Streets Movement.

Senior Stories Video Series!
These past few months, Circulate has been interviewing folks from one of San Diego’s most vulnerable and prevalent pedestrian and bicyclist populations: older adults. We set out to speak with seniors and learn about their walking and biking experiences in our city. We learned that seniors love to stay active and enjoy the benefits of walking and biking everywhere too!

AB1287 Passes Legislature - Awaits Governor's Signature
Circulate’s top legislative priority for this year, AB 1287 passed both the Assembly and Senate this week.
Authored by Assemblymember David Alvarez, AB 1287 will expand California Density Bonus Law by creating a new “Middle Income Bonus Program.”
This program would encourage housing developers to maximize existing incentives to construct deed-restricted affordable units, and to provide additional deed-restricted moderate-income units.
AB 1287 now awaits Governor Newsom's signature. We hope to celebrate Middle Income Bonus Program becoming law at our Fall Membership Mixer in October.
Nobel Drive Trolley Station Walk Audit
Circulate Staff, along with policy experts from the District 1 and District 6 City Council offices, performed a walk audit of Nobel Drive Trolley Station on September 14th. The walk started at Nobel Drive Station's ground level elevators and extended one mile along Nobel Drive and Villa La Jolla Drive.
The team identified multiple hazards and gaps in the pedestrian and bicycle networks, including lack of infrastructure, poor lighting, and many other dangerous conditions for anyone trying to access the station from the neighboring areas.
The Nobel Drive Trolley Station is one of our most important regional transit assets, and the area leading to it from local housing and businesses needs substantial improvement before it can reach its full potential.Circulate will continue to make this area a priority as we push to Make the Most of The MidCoast.
Circulate Policy Win - MTS Adopts Easy Fare Payments
Circulate added another policy win this week in its long-running campaign to encourage MTS to improve its fare-payment systems.
In 2016, Circulate began its successful campaign to implement stored value on the old Compass Card system. Later, we advocated successfully for free transfers for one-way fares, which were incorporated into the existing PRONTO system. In recent years, we have advocated for adoption of easier fare payments, allowing people to pay fares the same way they pay for most other items – by tapping a bank card or mobile wallet.
MTS on Thursday voted unanimously to approve Circulate’s recommended Easy Fare Payment improvements. This advance will encourage additional riders and speed the system up for existing riders. Circulate will continue to advocate for the other features of PRONTO – free transfers and fare-capping programs – to be extended to tap-to-pay riders.
Implementation will start soon, and riders should be able to tap-to-pay their MTS fares by April 2024.
Circulate Advocates Connecting Transit to The Airport
Policy Counsel Will Moore continued to advocate connection of the existing MTS Trolley and Train system to the San Diego International Airport, this week before the San Diego Regional Airport Authority. Circulate has sent policy letters to both SANDAG and the Airport Authority to outline our priorities.
Circulate continues to press its philosophy of effective and timely improvements. To be effective, service on the new system must be frequent, luggage friendly and useful for both flyers and airport employees. To be timely, Airport Authority and SANDAG should prefer options that match feasible funding opportunities, and independent of larger proposed future projects that might not happen.
Circulate will continue to advocate on this issue, and will host a SANDAG team to talk about the plans for transit to the airport at the October 2023 meeting of the Circulate Policy Committee.

Recap: North Park Walk Audit
We can’t think of a better way to spend an evening than walking around San Diego’s neighborhoods with dozens of folks engaged in making our streets safer for everyone!
This past Tuesday, August 29th, we had the pleasure of partnering with Walk N Roll SD and North Park Main Street to host a walk audit of University Avenue and Polk Avenue between Texas Street and 32nd Street. Everyone in the group used mapping tools to identify safety hazards for pedestrians and bicyclists in the neighborhood. Circulate will be analyzing the data, compiling it into a short report, and sharing it publicly and with the City of San Diego.

Recap: lakeside teen center rodeo
Bike rodeos are one of our favorite things to do and we have been fortunate enough to host 3 of them in the past 2 weeks!
We partnered with the San Diego Parks Foundation and Lakeside Teen Center to have people of all ages practice their biking, scootering, or skateboarding skills on an obstacle course. We created the course to model real-life challenges that riders may face while riding on the road. We enjoyed getting out and spending our summer nights watching people have fun and gain confidence in their ability to roll safely. The coolest part was engaging with members of the community and having them teach us some cool tricks.

The City of Oceanside is hosting a Community Workshop on Monday, August 7th from 6 pm to 8 pm. This workshop will have lots of activities and boards to learn about the extension of the Coastal Rail Trail. In preparation for the workshop, please fill out this survey with your ideas about the Trail here!
Oceanside is looking to extend the Coastal Rail Trail multi-use path, connecting a key gap between Downtown Oceanside and Carlsbad. Improving the multi-use trail connectivity in this area will make it so families, residents, and visitors can safely walk and bike to get to the beach, parks, schools, employment, grocery stores, transit centers, and more.
Circulate has been hosting pop-events with the City of Oceanside to gather public input on the new Trail. This will be the first of a few Community Workshops and we would love to see you there!

The Circulate team, in partnership with the California Office of Traffic Safety, and Walk N Roll San Diego, is hosting a walk audit on 15th Street and 16th Street on Thursday, August 10th.
The walk audit will document community needs for safer streets and discuss potential traffic calming interventions for the community.

Circulate at the Buena Park Food Truck Festival
Kicking off the first outreach event for the City of Buena Park’s Active Transportation Plan, Circulate worked alongside KOA, the City of Buena Park staff, community groups and representatives, to set up SCAG’s Kit of Parts and Circulate’s Traffic Calming Course. The plan goal is to create a vibrant walking and bicycling culture that addresses the needs of people that are dependent on walking, bicycling and/or accessing the transit everyday throughout the City.
This event took place in Ehlers Event Center, Buena Park on June 23rd and was well attended by the community. Community members were asked for their opinions on the project survey and the traffic calming measures on the remote-control car course.
Families expressed that they would like to see more safety at intersections to address speeding cars and pedestrian visibility. Overall, the Food Truck Festival drew positive feedback and we enjoyed speaking with everyone and the yummy food!
Oceanside Coastal Rail Trail Public Input Survey
The City of Oceanside is looking to extend the Coastal Rail Trail multi-use path, connecting a key gap between Downtown Oceanside and Carlsbad. Improving the multi-use trail connectivity in this area will make it so families, residents, and visitors can safely walk and bike to get to the beach, parks, schools, employment, grocery stores, transit centers, and more.
Circulate has been hosting pop-up events with the City of Oceanside to gather public input on the proposed walking and biking trail. On June 15th, the planning team participated in the Sunset Market, and on July 1st they headed over to the San Luis Rey River trailhead at Mance Buchanan Park to talk to folks about this project.

Transit for Fun Recap
This past Wednesday, June 21st, the Circulate team hosted a Transit for Fun event leading people towards our June 2023 Membership Mixer. The goal of the Transit for Fun event is to teach people how to use public transit and encourage them to consider more sustainable transportation options when traveling in San Diego.
The group hopped onto the 11-bus route located on the corner of C Street and First Avenue and traveled to Park & Rec in University Heights just in time for the Membership Mixer event.

Transit for Fun is back!
Join us for a ride from Downtown San Diego to University Heights. Circulate San Diego will be giving out free MTS day passes to the first 10 people who sign up for the event.
Transit for fun is a program of Circulate San Diego determined to show the benefits of public transportation by organizing special outings where participants use public transport to have fun. Our goal is to show people, especially those who may have pre-conceived ideas about what riding the bus is all about, that the bus really can be useful, cost-effective, timely, and, yes, fun!

Where: #11 Bus stop -- 1st and C St. (near the Civic Center Trolley Stop)Our Transit for Fun will end at Circulate's June Membership Mixer at Park & Rec, just in time for a free drink!
MTS Bus Driver Strike
Circulate staff stopped by the picket line today and met with workers from Teamsters Local 542. We recorded testimonials about how MTS paratransit drivers want to get back to work, to serve their disabled and elderly riders. View the Videos on our Instagram Page.
Transdev paratransit drivers and utility workers provide an indispensable service to folks with disabilities traveling around San Diego. Transdev’s inaction is impacting not only staff, but thousands of individuals in need of reliable transportation.
Circulate submitted a letter urging MTS to ensure that Transdev meets the demands of striking workers and gets buses running again.

Bike Anywhere Day 2023 Recap
This past May 18th, 2023 was San Diego’s annual Bike Anywhere Day from 6:00 AM to 9:00 AM. Circulate co-hosted a booth with Rick Engineering in their parking lot on Friars Road. The team distributed Bike Anywhere Day t-shirts, snacks, and refreshments for the bicyclists that stopped by.
In addition to this, Circulate hosted an area for bicyclists to discuss why they love walking/biking as well as sharing what makes them feel most vulnerable when near the streets. Participants had the opportunity to be photographed or record a short video on their experience.

REACH OUTREACH at Lincoln High School
Circulate San Diego was invited back to Lincoln High School for their Big Night Student Exhibition and Resource Fair where we had the opportunity to speak with Lincoln High School students and parents on the proposed roundabouts and other safe streets improvements on Imperial Avenue. These proposed changes are part of our ongoing project the Racial and Ethnic Approaches to Community Health Program (REACH) in South East San Diego.
Parents and students alike discussed with us what would make it safer for students to commute to school via walking or biking, especially along Imperial Avenue, and they advocated for protected bicycle lanes, more street lighting, and enforcing traffic laws in order to reduce speeding vehicles around schools. It was an informative experience to speak with everyone who provided us with insight on current conditions and likewise educating people on how to navigate through roundabouts and other future safe streets changes.

Circulate and Families for Safe Streets San Diego Keep the Pressure on for Vision Zero
Circulate San Diego and Families for Safe Streets San Diego hosted a press conference that featured San Diego City Councilmembers Kent Lee, Joe LaCava, and Raul Campillo, as well as Families for Safe Streets San Diego members Laura Keenan and Steve Shinn. The speakers urged the Mayor to include additional funding for Vision Zero in the May Revision of the Proposed Budget. Watch the video and read the press release.
Circulate also sent an updated coalition letter regarding Vision Zero funding in the budget. None of the asks from our previous budget letter were included in the Mayor’s Proposed Budget, despite several of them achieving majority support in Councilmember budget memos.
Circulate submits letter with new supporters and testifies for more homes in University City
Circulate policy counsel Jesse O’Sullivan testified in favor of more homes and new bus lanes in the University Community Plan Update at the City of San Diego’s planning commission on Thursday.
Circulate also updated our letter on the Plan Update with two new supporters – the San Diego and Imperial Counties Labor Council and Our Time to Act United. Our coalition now represents housing activists, climate activists, business organizations, students, and labor.
Asm. Alvarez at Advisory Circle Dinner
Last week, Circulate convened our fourth meeting of our Advisory Circle. Invitees included our region’s land use and mobility leaders, and financial supporters. Our Advisory Circle formed to inform the work of Circulate San Diego. Members meet annually to review Circulate’s efforts, and to seek input on what opportunities and priorities we should address in the coming year.
This year we welcomed special guest Assemblymember David Alvarez. Throughout his career, Assemblymember Alvarez has been a champion for affordable housing, the natural environment, healthcare, and historically disadvantaged communities.
Assemblymember Alvarez’s bill, AB1287, would expand California Density Bonus Law by creating a new "Middle Income Bonus Program." That program would encourage housing developers to maximize existing incentives to construct deed-restricted affordable units, and to provide additional deed-restricted moderate-income units. We are thrilled to co-sponsor this important bill with our partners SPUR and the Bay Area Council. Learn More and Endorse AB1287.

Park and El Cajon Boulevard Walking Field Trip
On April 28th, Circulate was joined by Walk n Roll San Diego and other members of the community to walk down El Cajon Boulevard. Participants started on the corner of Park Boulevard and walked to Idaho Street and back. The walk was approximately 1.5 miles, with multiple stops, and participants were given a mapping tool to annotate along the way.
Some of the observations included walking obstacles such as missing curb ramps, steep inclines, flooding, and trash. While it was a pleasant walk with ample tree shading, local business frontages, and company from other participants, the observations showed that participants would like to see improved sidewalk conditions, public trash cans, and bus shelters to make it a completely leisurely walk.

Advocating for Safer Streets
In 2018, Circulate took an important step in promoting our Vision Zero campaign by releasing a list of San Diego's most hazardous intersections. Last week, our CEO Colin Parent met with CBS8 at one of these intersections to update the public on the progress we have made, as well as the areas where we still need to improve.
Despite our efforts, people are still getting injured on our streets. We have a long way to go to ensure the safety that our community deserves. Through strategic policy changes such as lowering speed limits and redesigning streets, we can make our roads more accessible to all users, especially the most vulnerable.
Policy change alone is not enough, which is why Circulate is implementing creative educational and engagement programs to help us achieve our Vision Zero goals. We believe that this multi-faceted approach is key to creating a safer and more sustainable city for everyone.

This position supports the organization and the Chief Executive Officer with the development and implementation of policy campaigns related to transit, safe streets, and sustainable growth.

Desired Start Date:May 2023This position is part of our dynamic planning and community engagement team. The new teammate will help Circulate to effectively deliver and manage mobility and community outreach projects. As a nonprofit think tank, Circulate uses advocacy, research, planning, and community outreach to advance our mission of creating excellent mobility choices, and vibrant healthy neighborhoods. Our planning and community engagement team performs a variety of creative outreach efforts to support mobility planning in partnership with local governments, schools, charities, and the private sector.

Advocating for more homes and better transit in University City
Last Tuesday, Circulate’s Policy Counsel, Jesse O’Sullivan, spoke in favor of more homes in the University Community Plan Update. This is a part of our continuing efforts around our report Making the Most of the Mid-Coast.
Transit Field Trips with The Keeler Court Community
This past week, Circulate hosted a series of transit field trips for Community HousingWorks' Keeler Court community. The purpose of these trips was to teach the residents how to use San Diego’s public transportation such as the buses and trolleys and showcase examples of locations that could be reached with public transit.
Through these trips, the Keeler Court residents were able to visit and experience San Diego State’s campus, experience the Padre’s victory over the Atlanta Braves on April 19th, and experience some beautiful wildlife at the Living Coast Discovery Center in Chula Vista.
We had a lot of fun hosting these and hope we can do some more in the near future!
Recap: Lincoln High School Walk Audit
Last Friday, Lincoln High School students participated in a walk audit along Imperial Avenue to provide feedback on what safe street changes they would like to see implemented in their community and shared their opinions on other project proposals by the County and City of San Diego. One project, Racial and Ethnic Approaches to Community Health Program (REACH), proposes a series of roundabouts and other safe streets improvements along Imperial Avenue in South East San Diego between San Jacinto Drive and 55th Street. Other proposed changes include installing a bicycle lane between 47th and 49th Street.
The walk was approximately a mile long, between 49th street and San Jacinto Drive, and near multiple schools in the area. Students expressed their concerns on faded crosswalks, wanted more pedestrian scale lighting, and additional bus shelters for harsh weather conditions.
