Davida has worked in the Architecture, Engineering, and Construction (A/E/C) industry for over 17 years. A well-rounded marketing professional with a strong background in administrative and office management her roles ranged from front desk first impressions, to managing job-site/project administration, to leading and working with design teams developing robust technical proposals to win work. She is a graduate of University of Phoenix with a degree in Business Administration with an emphasis in Marketing.
She recently returns to San Diego after a four-year stint in New York City and is enjoying her hometown in a whole new way, including taking mass transit for business and pleasure! When she is not managing Circulate’s office operations, she is running her mobile spray tanning business, working out, or enjoying live music. She thoroughly enjoys working with and supporting a positive team with a vision to create a dynamic change in the community.

Circulate San Diego is partnering with the San Diego Sirens to lead a bike ride to Snapdragon Stadium for the September 1st San Diego Wave game.
This will be a 3.5 mile ride led by a certified cycling instructor. We will be riding the San Diego River Trail for the majority of the trip, which is a paved off-street shared-use path.

KPBS Spotlights San Diego's Bike Infrastructure: The Good, the Bad, and the Need for Safer Streets

Circulate's Jeremy Bloom took KPBS' Katie Anastas on a tour of streets in San Diego that highlight the stark contrast between good and bad infrastructure.
This was part of a broader story on the City of San Diego's efforts to gather information for its Bicycle Master Plan. While 5th and 4th Avenues now feature excellent bike infrastructure, nearby Washington Street remains unprotected, leaving cyclists vulnerable. Establishing well-connected bicycle routes is crucial for saving lives and increasing the number of bike trips throughout the region.
Circulate’s Vista City Council Presentation

This past Tuesday, August 13, Circulate had the opportunity to present to Vista City Council regarding some walk audits that the team had conducted in the City over the last few years. Circulate has partnered with Community HousingWorks to conduct walk audits and assess the walking conditions of areas adjacent to their residences.
Interested in the results of the audits, Vista City Council invited Circulate to present our findings and recommendations for the areas that were assessed. With our findings, Vista reinforced their promise to keep improving walking and biking conditions for all residents of the City. We thank the City of Vista for the invitation and for being proactive in their efforts of safety!

Honoring Kevin Wilson'S 65th Birthday

Circulate staff were honored to join Nancy Cavanaugh, Families For Safe Streets, the San Diego County Bicycle Coalition, and community members to commemorate Kevin Wilson’s 65th birthday with the dedication of his Ghost Bike.
Kevin Wilson was tragically killed in 2020 at the age of 56 while riding his bike on Dehesa Road, after being struck from behind. Despite the fatality, Dehesa Road—a well-known cycling route—remains unchanged.
The Ghost Bike serves as a solemn memorial to Kevin and other cyclists who have lost their lives to traffic violence.
Transit to SnapDragon

At the end of July, Circulate San Diego partnered with San Diego FC, our region's new MLS team, to offer fans an exciting and eco-friendly way to attend the Manchester United vs. Real Betis match. Together, we traveled on the MTS Green Line Trolley, one of the best and most stress-free ways to reach Snapdragon Stadium.
Circulate is dedicated to promoting accessible and sustainable transit options for everyone, making sure that fans can enjoy the game without the hassle of driving.

Walking Field Trip of SDSU’s Campus

In partnership with San Diego State University’s School of Public Affairs, Circulate invites you to a walking field trip of SDSU’s campus and Montezuma Road on August 19th at 2:00 pm. We’ll meet in front of the Aztec Student Union (5500 Campanile Dr, San Diego, CA 92182). To avoid parking issues, consider using public transit; detailed transit options are available on the RSVP page.
This 1.5-mile walk will focus on conflict areas for pedestrians, skateboarders, and bicyclists. Participants will have the chance to observe these critical areas firsthand and provide feedback on how to improve infrastructure and safety using a walk audit tool.

SD City Council Allows Desperately Needed Housing in University City

On July 30, 2024, the San Diego City Council adopted a major update to the decades-old University Community Plan. Circulate, alongside its allies, has championed updating this plan to address the urgent need for increased homes and access to transit in our region. Circulate’s report "Making the Most of The Mid-Coast Trolley" highlighted the significant benefits the University City community could enjoy from expanding housing options in the area. Adding capacity for jobs and homes is essential to getting the economic, climate, and equity benefits of the $2.2 billion investment in the Mid-Coast Trolley.
The new plan builds on the growth of San Diego’s biotech and communications industry hubs and allows for desperately needed housing in the University City Neighborhood. This new University Community Plan allows for approximately 30,000 potential additional homes and approximately 60,000 new potential new jobs in coming years.
Policy Counsel Will Moore said that “Ultimately, this University Community Plan Update is a major victory for the region. It takes advantage of our substantial infrastructure investments, making the most of the Mid‐Coast trolley. In the long term, this update will make San Diego a better place for our both leading industries and the families in our community.”

SDSU’s Walk Audit

In collaboration with San Diego State University, Circulate is hosting a walk audit to observe two of the three Fatal 15 intersections on El Cajon Blvd.
Bring your walking shoes and meet us in World Foods Supermarket parking lot (5245 El Cajon Blvd, San Diego, CA 92115) at 4:00PM on Tuesday, July 30th. Circulate staff will be wearing bright yellow vests!
On this 2-mile walk audit, participants will observe the two fatal intersections and pedestrian and bicycle infrastructure in the area using walk audit tools designed to solicit feedback on what needs to be improved in the area.
City Council Passes Blueprint General Plan Refresh

On Tuesday, July 23, the San Diego City Council adopted Blueprint SD, the City of San Diego’s General Plan Refresh. Blueprint is a timely effort that will create a framework for future growth for the City and allow for much needed housing to be built. Circulate’s most recent letter in support of Blueprint can be foundhere.
Circulate Policy Counsel Will Moore spoke at Council to urge adoption of the plan, which passed 9-0.
Metropolitan Transit System Implements Easy Fare Payments

This week, the Metropolitan Transit System updated its PRONTO payment system to make fares easier to pay using contactless payments. Previously, if you had a guest in town, they would have to download the PRONTO app and set up an account before they could join you on a simple trolley ride to the ballpark. Now they can just tap their credit card on the reader at the station or on the bus. It’s the same way many people already pay for things at a store.
Will Moore, Policy Director for Circulate said, “This will benefit all riders of the system, since a familiar payment system reduces confusion and gets everybody on the trolley or the bus faster.”
Circulate has urged MTS to implement free transfers and stored value since 2016, recommendations that were implemented by the creation of the PRONTO system. Circulate also detailed how easy fare payments improve service times in its October 2022 report “Fast Bus.”
Circulate’s advocacy this week generated press coverage by the Union Tribune and Fox5 news, among others.
Mobility Certification Helps Transit-Oriented Projects Get Built

Circulate San Diego wants to help your smart growth project get entitled and built.
The Circulate Mobility Certification provides recognition and support for transit-oriented, smart growth projects in the San Diego region.
Circulate Mobility Certification projects receive a formal letter of certification that can be provided to elected officials, community groups, and decision-makers that demonstrates the independent recognition of the sustainable, transit-oriented, and smart growth characteristics of the project.
They are also granted use of the Mobility Certification Seal. And Circulate promotes its mobility certification through press releases, website summaries, social media, and recognition at Circulate San Diego events, the Circulator newsletter and even public testimony before government agencies.

Recap: June Bike and Transit Event

Circulate kicked off the summer with a series of engaging transit and bike trips. We had an amazing time exploring public art by bike in City Heights, thanks to the enthusiastic participation of our attendees.
Our transit journey from downtown to District 5 led us to a beautiful, albeit very hot, hike, showcasing the natural beauty of our city accessible by transit. And, we rode the # 11 bus up to the Mission Hills Library in District 3 for the exciting unveiling of the San Diego Pride Library Card.

Recap: Naval Base Coronado Bike Rodeo

The final weekend of June, Circulate hosted a bike rodeo in Coronado alongside the Naval Base Coronado’s Community Recreation team. Circulate interacted with several children and their families, teaching important skills such as avoidance maneuvers, signaling, rules of the road, helmet fitting, and basic maintenance in a safe and controlled environment. Ultimately, children left the bike rodeo more confident in their riding abilities. Additionally, we handed out bicycle and pedestrian safety gear and materials that the children enjoyed.
Recap: CPPS D8 and D9 Walk Audits

Thanks to the 2024 CPPS grant, Circulate had the pleasure of leading two walk audits in District 8 and District 9 at the end of June. These walks were attended by District 8 and 9 representatives and residents of these communities. During the audits, participants observed and provided input on issues that make walking and biking unsafe or uncomfortable along the route as well as what pedestrian improvements they would like to see implemented.
On the D8 walk, participants walked to Grant Hill Park and Stockton Rec Center where they encountered missing or faded crosswalks and broken sidewalks. Participants had a short walk from Rosa Parks Elementary School to a Fatal 15 intersection (University Avenue and 44th Street) where they encountered rectangular rapid flashing beacon in need of repair causing unsafe pedestrian and bicyclist crossings.

Big Win for Safe Streets

Big win for San Diego Safe Streets! Last week, we secured funding to fix the Fatal 15 intersections. Throughout this year’s budget process, Circulate San Diego and the Vision Zero Coalition highlighted the Fatal 15, San Diego's worst intersections, urging cost-effective improvements.
Road safety kills around fifty San Diegans annually. Despite Vision Zero, deaths remain high. The City Council showed leadership by adding road safety funds, but more action is needed.

UC Community Plan Update

Last Thursday, the San Diego City Council’s Land Use and Housing Commission unanimously passed the proposed UC Community Plan Update.
In recent months, Circulate has praised City Planning Department Staff for including the most robust plan, Scenario A, as an alternative for the Environmental Impact Report. We were thrilled to see the EIR recognize it as the "environmentally superior alternative."
Unfortunately, the proposed University Plan Update does not include a possibility to adopt the higher density scenario supported by the community, Scenario A, as an option for approval. The Planning Department has said that any attempt to create an adoptable Scenario A plan would cause delay and additional money. Upon direct questioning, they have refused to offer even general estimates of either how much delay or how much money.
Councilmember Lee observed of the plan that the Land Use and Housing Committee passed Thursday “This is not the most dense option.”
City Planning Director Heidi Von Blum recognized that “Planning capacity is extremely different from production.” She further observed that that no recently revised plan is on track to full usage of the new residential zoning allowance.
The need for housing is dire, and the expected usage of the proposed plan is guaranteed to fall short of our housing needs. Circulate will continue to advocate for City Planning staff to submit an adoptable plan for Scenario A.
Hillcrest Specific Plan Envisions 2.4% Growth

The San Diego City Council’s Land Use and Housing Committee also approved the Hillcrest Specific Plan on June 13 and passed it on to the full Council with a unanimous vote.
NBC San Diego reached out to Policy Council Will Moore for comment on the plan, which would double zoned residential units in Hillcrest over the next 30 years. Will pointed out that doubling in thirty years is a 2.4% growth rate.
Circulate Releases “A Better Coastal Commission” to Extensive Press Coverage and Interest

On July 14, Circulate released its latest Policy Report, “A Better Coastal Commission.” The Report outlines ways that the Coastal Commission has fallen short of its mission to ensure coastal access for all Californians and protect our environment. Recap: First Mile Last Mile Engagement!

This June, the Circulate team conducted two First Mile Last Mile Engagement events in which we asked folks about their commutes to the following transit stops: Gaslamp Station and Old Town Station. The goal of the events was to identify communities where transit stops with high-volume routes would benefit from educating riders about safe active transportation options in the first/last mile of their trip.
For Gaslamp Station, most riders arrived via trolley but would like to see better nighttime visibility to get to their destination via walking. They expressed that it would help them feel safer, especially after commuting from events or work. At Old Town Station, pedestrians and bicyclists alike would like to see infrastructure improvements along Taylor Street and Pacific Highway; many felt it was unsafe to walk or bike due to drivers speeding on the road.

AB2560 Passes Senate Housing Committee

On July 18, Policy Counsel Will Moore traveled to Sacramento to testify in favor of AB2560 before the Senate Housing Committee. Moore also provided committee members copies of the “A Better Coastal Commission” report and discussed its findings with policy staff. AB2560 passed out of Senate Housing and moves on to the Senate Natural Resources Committee next week.
Upcoming Transit for Fun Trips and Walk Audits!

Special Guest at Circulate’s Annual Board and Staff Retreat

Last Saturday, Circulate’s Board and Staff came together for our annual retreat to build on our successes and discuss future initiatives. We also showcased our new office.
We were honored to be joined by a special lunchtime guest, SANDAG's new CEO, Mario Orso. Mario shared his vision for San Diego’s transportation future, and we had an insightful exchange of ideas.
Congratulations to Mario on his new role! We look forward to collaborating with him to make San Diego a better place to live, work, and move around.

Policy Letter: Oak Park Trail Application to the 2025 Active Transportation Grant Program
On June 5, 2024, Circulate submitted a letter of support of the City of San Diego’s grant application, Oak Park Trail project. It was submitted for funding consideration to the California Transportation Commission’s Active Transportation Program (ATP). The application is for the design and construction of the Chollas Creek Oak Park Trail (project), a 2.3-mile multi-use recreation pathway that will include two bridges, informative kiosks, and directional signs for ease of navigation.

Circulate has submitted a letter supporting SANDAG as they pursue construction funding for the Inland Rail Trail Project. The project will build 2.2 miles of Class 1 bikeway through the City of Vista and close a gap in the Inland Rail Trail, resulting in a 14-mile facility along the SPRINTER light rail line from eastern Oceanside to Escondido.

RECAP: UCSD E-Bike Giveaway

This past Tuesday, May 28th, Circulate partnered with County Supervisor Terra Lawson-Remer and Rad Power Bikes to giveaway 15 free e-bikes (including helmets and a lock) to current students in from of Sun God lawn!
Hundreds of UCSD students submitted surveys in hopes of winning a free bike. Names were drawn out one by one until the 15 e-bikes were given away.
We thank UC San Diego, Supervisor Terra Lawson-Remer’s Office, and Rad Power bikes for allowing this to be such a successful event!
#FixTheFatal15 – Progress as Councilmembers and IBA recommend expanded funding for Fatal15

Throughout this year’s budget process, Circulate and our Vision Zero allies have highlighted the worst intersections, the Fatal 15, and made cost-effective recommendations for their improvement.
On June 4, we were heartened to see that the Independent Budget Analyst’s office report suggested that additional amounts be “appropriated to eligible existing Vision Zero - Fixing the Most Dangerous Intersection capital projects” in the amount of $785,000, as requested by our coalition. This was based on strong responses from the recent budget memos of every single councilmember – who each highlighted the need for safer streets and attention to Vision Zero and the Fatal 15.
The proposal is in front of the City Council Budget committee on Friday, June 7.
NEW POLICY REPORT – “A Better Coastal Commission” to be released June 14, 2024

On Friday, June 14, 2024, Circulate will launch our latest report “A Better Coastal Commission.”
The report compares the California Coastal Commission’s stated mission and rhetoric with its track record and finds they don’t match up.
The Commission is supposed to be one of California’s great progressive institutions - protecting the environment and coastal access for all Californians. But a review of their decisions and practices shows that they fail to live up to that talk.
Far from increasing access, the Commission’s behavior in recent years has made the coast the least accessible part of California. These outdated and counterproductive policies and practices drive the housing crisis, inland sprawl, and climate change.
The report goes on to outline reforms that can help the California Coastal Commission better fulfill its mission and improve housing affordability, reduce residential segregation, and fight climate change.
A press conference and launch event is scheduled for 8AM on Friday, June 14.
Vision Zero Coalition Rallies to Fix the Fatal 15

On Friday, May 31 at 1:00 p.m, Circulate and its Vision Zero Coalition allies, including Families for Safe Streets San Diego and BikeSD organized a rally against traffic violence at the intersection of Market and 19th Street in San Diego.
Market and 19th is one of the Fatal 15 intersections – the deadliest intersections in San Diego. It’s where Families for Safe Streets San Diego member Katie Gordon’s husband Jason was struck by a car and killed while he was walking to the store. He is survived by Katie and their one-year-old twin daughters.

Planning Commission Approves UC Plan Update, Calls for Denser Options

On May 30, 2024, the San Diego Planning Commission recommended approval of the proposed UC Community Plan Update.
In recent months, Circulate has praised City Planning Department Staff for including the most robust plan, Scenario A, as an alternative for the Environmental Impact Report. We were thrilled to see the EIR recognize it as the "environmentally superior alternative."
However, City Planning staff now says it is impossible for them to propose Scenario A as an option for approval, since they have never actually created a plan to do so. The Planning Department has said that any attempt to create an adoptable Scenario A plan would cause delay and require additional money. Upon direct questioning, they have refused to offer even general estimates of either how much delay or how much money.
In approving staff’s proposed UC Plan Update, Planning Commissioners expressed frustration at not being able to add more housing. Commissioner Boomhower summed up the sentiment by saying “I still feel this area could accommodate quite a bit more housing than is being proposed . . . but I’m not going to let the perfect be the enemy of the good.”
Circulate will continue to advocate for City Planning staff to submit an adoptable plan for Scenario A, so that its inclusion in the EIR wasn’t simply a sham.

Planning Activities in June

June is a busy month for Circulate’s Planning Team!
On June 8th from 1 pm to 4 pm, bring your bikes, scooters, skateboards, and helmets to the Summer Safety Fair at Loma Verde Community Center. Circulate will be hosting a bike rodeo and distributing bicycle education incentives.
Circulate has partnered with the City of Chula Vista’s Libraries for their Lunch and Learns to educate families on pedestrian safety through our Safety Town:
June 11th at Noon - Located at the Civic Center Library
June 13th at Noon - Located at South Chula Vista Library
June 21st at 5:30 pm - Circulate will be part of the pre-show activities at Colina del Sol Park’s Summer Movie in the Park. We will distribute fun and educational pedestrian and bicycle incentives to families.

Circulate Press Conference to Fix the Fatal 15 Calls for Budget Changes

On May 13th, Circulate San Diego, Families for Safe Streets, and the San Diego Bicycle Coalition held a press conference at one of San Diego’s 15 deadliest intersections. We urgently called on Mayor Gloria and the City of San Diego to include crucial, cost-effective improvements for these dangerous intersections in the FY25 budget.
Our message received wide coverage from KPBS, Fox 5, Streetblog California, NBC 7, CBS 8, The Vista Press, BikinginLA, ABC 10, and Times San Diego. Spanish language outlets, including Telemundo 20 and KSDY 50, featured the story.Thank you to our very own, Maria Walker, for fielding our Spanish interviews. This kind of visibility is essential for advancing the conversation about safer streets in our region.
AB2560 To Expand Coastal Housing Access Passes Assembly

Circulate’s sponsored legislation, AB2560 (Alvarez) has passed the California Assembly by a vote of 50-5 on Monday May 20. AB2560 would eliminate the exemption of the Coastal Zone from the state's Housing Density Bonus Law.
“Wealthier areas along California’s coast need to do their part in building more housing,” said Assemblymember David Alvarez. “This change in the highly successful ‘Density Bonus Law’ will make sure that communities along the coast also build housing for low and middle-income Californians. The current law prevents housing along with denying access to California’s coast to the average citizen.”
"The Coastal Act's original intent was to protect coastal access for all Californians. But over the past 50 years, the coast has become the most exclusive and segregated part of California. Density Bonus Law only applies where there is already multifamily zoning. That makes it a win-win for creating coastal housing access for ordinary Californians while still protecting our sensitive coastal wetlands," said William Moore, Policy Counsel for Circulate San Diego.
Policy Counsel Will Moore on NBC 7 Laments Stalled Project, Praises Developer for Completing Affordable Units

On Tuesday, Circulate was featured in a story by NBC 7 regarding the stalled Riverwalk project in Mission Valley. Circulate Policy Director Will Moore praised the project for completing the first group of 188 affordable units before the project was put on hold. He also observed that delays in projects like this make it harder for San Diegans to pay rent throughout the city, and we need better policies to allow both large and small projects to get built faster on more predictable timelines.
Bike Rodeo at Summer Safety Fair

Circulate is working with other non-profits in Chula Vista to host an amazing event called the Summer Safety Fair at the Loma Verde Community Center on June 8th from 1 pm- 4 pm. There will be lots of fun for people of all ages.
Circulate will lead a bicycle rodeo and distribute bicycle safety materials, Scripps Health will provide free helmet fittings, Loma Verde Community Center will host free swim lessons in their brand-new pools, and the City of Chula Vista Police and Fire Departments will be providing safety drills on how to properly install a car seat in a car, free microchips for pets, and more. Close to the end of the event, there will be an opportunity drawing for 2 children’s bicycles for those who either register for swim lessons or come to our rodeo.

SANDAG’s Bike Anywhere Day was this past Thursday, May 16th. Circulate had the pleasure of partnering with both the City of Chula Vista and San Diego State University to host two pit stops for Bike Anywhere Day! We were happy to interact and chat with hundreds of cyclists traveling around San Diego County. We had to opportunity to pass out helmets, bike bells, reflective slap bracelets, and more to participants.
Although Bike Anywhere Day 2024 is over, May is still bike month. Take some time to ride around your favorite bike path or explore somewhere new to celebrate in this month’s bike festivities!
Recap: Cyclovia Encinitas

This past Sunday, Circulate had the pleasure of tabling at Cyclovia Encinitas! Downtown Encinitas was closed to vehicles from 10am – 2pm, and we met folks from all over the county who walked, biked, or rode transit to the event. There were hundreds of attendees, and people of all ages and abilities walked and rolled up and down the seven blocks.
Circulate gave away plenty of bicycle safety educational materials, bells, and lights throughout the day. We had many attendees express their interest in having similar events throughout the year, so they could walk and bike through Downtown Encinitas without worrying about parking or their safety. We look forward to similar events as well and wish everyone a Happy Bike Month!

Bike Anywhere Day

SANDAG's Bike Anywhere Day is on Thursday, May 16th and Circulate is excited to be partnering with the hosts of two (2) pit stops.
Circulate will collaborating with San Diego State University for their first ever Bike Anywhere Day celebration. Circulate and SDSU staff will be in front of SDSU's Student Union east of the transit center.
Circulate will also be joining the City of Chula Vista at their pit stop, located at the corner of Bay Boulevard and E Street.

Recap: San Diego FC Chrome ball Tour, Chula Vista

This past weekend, Circulate had the opportunity to host a table at the San Diego FC Chrome ball tour in Chula Vista. Circulate interacted with dozens of event attendees, most of whom were Chula Vista residents.
We collected feedback on what mode of transportation event-goers used to arrive at the event and asked them to place stickers on a map to show where they would like to see crosswalk improvements in Chula Vista. Additionally, we handed out bicycle and pedestrian safety gear and educational materials that children enjoyed.
We thank the Office of Traffic Safety, the City of Chula Vista, National Highway Traffic Safety Administration, and the San Diego FC team for making this event possible!

ATP Presentation for City of Banning Planning Commission

On Wednesday, May 1st, Circulate Senior Planner Octavio Garcia traveled to the City of Banning to help present a draft of the Active Transportation Plan (ATP) to the Planning Commission.
In collaboration with KTUA, Circulate has been providing support for the development of Banning’s ATP since 2022. Over the past few years, we have collected hundreds of survey responses and conducted numerous engagement events, community workshops, and stakeholder advisory group meetings to gather public feedback on Banning’s active transportation needs. We’re close to the finish line – just a few more presentations to go!

Save the Date for San Diego FC’s Chrome Ball Tour in Chula Vista!

San Diego FC’s Chrome Ball Tour is the club’s innovative 18-city community engagement platform that unites and recognizes diverse neighborhoods of San Diego County through soccer, art and local culture.
The event will feature a 3v3 street soccer tournament, a local car show, a Lucha Libre performance with Masked Republic, a San Diego FC Colors of the Community Fashion Show featuring a musical performance by Chula Vista natives Rossi Rock and Sebby OG, and musical acts featuring South Bay native DJ Beto Perez, world-renowned cumbia band Vilma Diaz y La Sonora, and San Diego native Lil Rob. Additionally, the Chrome Ball Tour stop in Chula Vista will have a beer garden and a kids area that will include face painting, inflatables and more.Circulate will be at the event distributing pedestrian and bicycle safety materials to those in attendance. Make sure to check out our booth to get some free incentives!

This past week, Circulate had the pleasure of collaborating with Sherman Elementary School to orchestrate a vibrant Walk N’ Roll to school day event. Students enjoyed pedestrian, bicycle, and scooter incentives to walk, bike, or roll to school that morning
as well as educational materials aimed at promoting active transportation.The success of the Walk N’ Roll day was evident not only in the physical activity it encouraged but also in the smiles it brought to the faces of every kid.
We thank the Office of Traffic Safety, the City of San Diego, and National Highway Traffic Safety Administration for making this possible.

Recap: Day of the Child

Circulate had an amazing time at Chula Vista Community Collaborative's Day of the Child!
Circulate brought fun and educational pedestrian and bicycle incentives, sticker boards soliciting input on crosswalk safety and transportation habits, our remote-control traffic calming course, and a temporary creative crosswalk for the intersection of Park Way and Garrett Avenue. The crosswalk demonstration was popular with the community. People enjoyed walking on the crosswalk and expressed enthusiasm for more crosswalks in Chula Vista.
Residents were disappointed to learn Circulate would be dismantling the temporary crosswalk because they loved it and wanted it to stay permanently.
RECAP: CalBike Summit in San Diego

The bi-annual CalBike Summit took place in San Diego this week, with hundreds of bike advocates in town for numerous panels. Circulate co-hosted a welcome happy hour with our local partners and moderated a panel discussion with Families for Safe Streets San Diego. Their stories underscore the life-saving impact of street safety infrastructure.
Families for Safe Streets San Diego is a group of families who have lost loved ones to traffic crashes or been affected themselves. Through stories and advocacy, FFSSSD seeks physical improvements on our streets, policy changes and the rapid implementation of Vision Zero.
RECAP: Circulate Hosts Transit Fieldtrip for TTTF Members

On April 15th, the California Transit Transformation Task Force held its third public meeting in San Diego. While in town, Circulate took Task Force Members for a special trolley tour. The tour showcased the success of the new Blue Line Trolley Extension while highlighting the operational challenges that remain.
Last year, the California legislature recognized that its recent funding increase for public transportation is insufficient to address the critical issues faced by transit agencies. Consequently, the California State Transportation Agency (CalSTA) was tasked with convening a task force to find solutions.
Task Force Member, Ian Griffin, did a great thread on the experience.

In keeping with our tradition of interviewing new team members, we asked our new Planning Coordinator, Leslie Aparicio, a few questions...
Tell us a bit about yourself.
I was born and raised in San Diego. I attended undergraduate school at UCSD and graduated with a Bachelors in Urban Studies and Planning. After graduating college, I started graduate school at SDSU and graduated with a Masters in City Planning. Though I have lived in San Diego my entire life, I like to continue to explore my city by finding new running trails and coffee shops. I am also a baseball and soccer enthusiast.
How did you become interested in Circulate San Diego?
Circulate San Diego’s mission and values resonates with me. My background along with my interests in land use and housing has an intersection of transportation planning. Their work towards promoting public transit, safe streets, and sustainable growth is something I am excited about getting the opportunity to contribute to.
What’s your most memorable face palm moment? Or what is your biggest
achievement to date? Choose one.As a first generation student, my biggest accomplishment to date is graduating with my Masters Degree in City Planning. Growing up I’ve witnessed how communities are differently impacted and my interest in equity is what fueled my passion to continue my education. Having the opportunity to help create healthier communities is what I aspire to achieve.
If you could choose anyone, who would you pick as your mentor?
Carolina Giraldo has demonstrated immense dedication and hard work. She promotes empowerment, confidence, and self expression. She remains sincere and authentic. Additionally, she has done philanthropic work that supports education, health, and social justice. Her integrity, achievement, and creativity is why I would choose her as my mentor.

On Wednesday, our CEO, Colin Parent, testified before CA Assembly's Housing & Community Development committee in support of our sponsored bill Assembly Bill 2560.
AB 2560 from Assemblymember David Alvarez and Senator Scott Wiener would expand housing access in California's exclusive coastal zone by applying density bonus law, which the rest of California abides by, in that exclusive and expensive area. This bill would help Californians of all incomes have a better opportunity to live in our heavily segregated coastal lands.
AB 2560 is co-sponsored by Circulate San Diego, SPUR, and the Bay Area Council.

Save the Date for Chula Vista’s Day of the Child Event!

Save the date for Chula Vista’s Day of the Child event on Saturday, April 20th from 10:00 AM-3:00 PM!
The event will be hosted at Memorial Park in Chula Vista and is being organized by the Chula Vista Community Collaborative. This event will be filled with plenty of fun activities for both children and adults! Circulate will be at the event demonstrating a temporary painted crosswalk and our remote-controlled traffic calming course!
Recap: St. Paul’s Plaza Pedestrian Audit

Through the City of Chula Vista and OTS grant, Circulate was able to host a pedestrian audit with St. Paul’s Plaza.
On this trip, Circulate and the residents traversed around the neighboring streets identifying areas of concern, especially for those with mobility challenges. While this pedestrian audit had some good pedestrian infrastructure, it lacked infrastructure for accessibility. The participants using mobility aids had difficulty with some parts of the audit. These difficulties were: a crosswalk with no curb ramps, broken sidewalks, short crossing window near Sharp Hospital, steeply inclined curb ramps, and crosswalks with cars parked too close to them decreasing drivers’ visibility of pedestrians.
The residents and staff of St. Paul’s Plaza provided Circulate with lots of feedback and concern about the lack of accessibility near their residence.
RECAP: Gomper’s Transportation Expo

This past week, the Circulate team participated in the Gomper's Transportation Expo, where we rolled out the traffic calming course for everyone to try. Folks of all ages drove the remote-control cars and practiced driving on traffic calming infrastructure, such as curb extensions, diverters, and roundabouts.
We appreciated everyone who stopped by the table and were able to take home some pedestrian and bicycle safety materials, and thank you to The Urban Collaborative Project for hosting such a fun and informative event!

Policy Letter: Support for AB 1635
Circulate San Diego submitted a letter to the Legislature today in support of Assemblymember Ward's AB1635, enabling redevelopment of the Hillcrest DMV site. The improvements that AB1635 could create for the next generation in Hillcrest would be substantial and would ripple out through the entire city.
