Circulate is sponsoring a housing bill - AB 2345

In a first for Circulate San Diego, we’re sponsoring a bill in the California legislature.

This week Circulate joined Assemblymember Lorena Gonzalez to announce the introduction of Assembly Bill 2345, a bill we’re co-sponsoring to enhance California’s housing bonus law.

AB 2345 boosts existing incentives for developers to include deed-restricted affordable homes as a part of their projects. Currently, state law incentivizes builders to include 11 percent of units as affordable, while AB 2345 provides even more incentives when developers choose to build up to 15 percent of their projects as affordable.

This bill is based on the policy adopted by the City of San Diego in 2016. Circulate San Diego lead a very broad coalition to support adoption of San Diego’s policy from across the ideological spectrum, including business groups, climate warriors, and affordable housing advocates. When structured well, housing policy can be a real win-win!

Circulate San Diego also published preliminary data showing that San Diego’s program was building both more market-rate *and* affordable homes.  AB 2345 will help bring those same benefits to cities and counties throughout California.

On a personal note, I am very excited about this legislation. Back when I worked as the Director of Policy for the San Diego Housing Commission, I convened a working group of builders, architects, and housers to develop San Diego’s program. You can even read our 2014 memo here! It’s very exciting to see that policy proposed for the rest of California. And I’m personally grateful to Assemblymember Gonzalez and her staff for taking on this bill.
