Harborside Park: All-ages Bike Rodeo

Bring your helmet, bike, or scooter and join us for a Bike Rodeo at Harborside Park!
Circulate is teaming up with the City of Chula Vista's Parks and Recreation to host this exciting event on March 21st from 3 p.m. to 5 p.m.
At the rodeo, Circulate will set up an obstacle course designed to help riders practice key skills for on-road safety, including avoidance maneuvers, basic bike maintenance, and proper helmet fitting, all in a safe, controlled environment. Whether you're new to cycling or looking to enhance your skills, this event offers a great opportunity to become a safer road user. Plus, during the rodeo, the City of Chula Vista’s Parks and Recreation will hold an opportunity drawing for bikes and scooters for participants. Don't miss out on the fun!

Op-Ed on the Future of Transit in San Diego

Last week, our CEO and General Counsel Colin Parent was invited to write a guest editorial in the Voice of San Diego about his expectations for the future of transit. The piece was a part of the Voice of San Diego’s celebration of its 20-year anniversary.
In the piece, Parent argued that investing in high quality transit service will attract more riders, and avoid losing fare revenues. The piece also explained how new technologies can more evenly collect fare payments, and allow more transit vehicles to operate with current staffing levels.
Help Empower Students & Advocate for Safer Streets!

No parent should have to worry if their child will make it safely to school—but too often, unsafe streets put kids at risk. Circulate San Diego works directly with students to conduct pedestrian audits, teaching them how to assess their neighborhoods and advocate for safer streets. During a recent audit in Chula Vista, students identified faded crosswalks and drivers failing to yield, underscoring the urgent need for improvements. After each audit, we submit service requests to cities to address the most dangerous conditions—and we've already seen results this year.

San Diego Begins Issuing Tickets for Daylighting Violations

On March 1, the City of San Diego began issuing fines for violation of California’s new daylighting law.
This year, California became the 44th state to prohibit parking within 20 feet of an intersection. This rule is known as a “Daylighting Law” because it means that drivers approaching an intersection can see more daylight as they look up and down the street for oncoming traffic.
Circulate has appeared on multiple news outlets promoting awareness of the new rule. We have emphasized the benefits to all road users – with Policy Counsel Will Moore being cited by outlets like NBC 7 saying “If you ever pulled up to a stop sign and not been able to see around somebody who's parked right at the intersection, this is to prevent that from happening.”
Circulate and Allies Seek Improvements to ADU Bonus Program

Over the past month, the City of San Diego has considered major changes to the city’s award winning ADU Bonus Program. This week, Circulate San Diego and our allies asked the San Diego City Council to preserve San Diego's enhanced ADU program and thoughtfully weigh improvements to that program to alleviate our housing crisis.
On March 4, after a grueling 10-hour meeting and contentious discussion among the councilmembers, the Council adopted a resolution asking for the Planning Department to return within 90 days with a proposal to remove the ADU Bonus Program from certain single family zones with minimum lot sizes above 10,000 square feet. This was in response to concerns from the Encanto neighborhood, which had seen a disproportionate number of very large ADU projects proposed on such lots. The resolution also asked that the Planning Department propose revisions to the ADU Bonus Program that might improve the program in other ways.
Circulate and our allies continue to be actively engaged in this discussion, and will work to promote policy solutions that address our housing crisis.
