On May 20th, the California State Assembly will hold its first hearing on Assembly Bill 2345 from Assemblymember Lorena Gonzalez, which would extend the City of San Diego’s successful enhancements to California’s housing bonus law state-wide.

When: Wednesday, May 20, 11:00 am

Where: View the hearing remotely at https://ahcd.assembly.ca.gov/hearings.

Who: Testimony will be provided for AB 2345 from:

● Lorena Gonzalez, California Assemblymember, District 80

● Colin Parent, Executive Director and General Counsel, Circulate San Diego

● Melissa Winkler, Policy and Research ManagerUp for Growth Action

What: In 2016, the City of San Diego adopted a policy that expanded benefits provided by California’s existing housing bonus law.

San Diego’s enhancements are proposed for expansion throughout California by AB 2345, authored by Assemblymember Lorena Gonzalez. This bill is sponsored by Circulate San Diego and Up for Growth Action.

Data analysis from Circulate San Diego shows that with San Diego’s enhancements, production of both affordable and market-rate homes more than quadrupled compared to use of the California housing bonus program alone. The report detailing these findings, “Good Bargain,” was released on May 19, 2020, and is available at http://www.circulatesd.org/goodbargain
