Circulate Planning & Policy supported Alta Planning on the development of the Oceanside Coastal Rail Trail Completion Feasibility Study. The goal of the project was to evaluate existing conditions of the existing Coastal Rail Trail and to improve trail access. The project specifically looked at the stretch between Buccaneer Park/Morse Street to Vista Way and from Vista Way to South Coast Highway. With funding from Caltrans, the project team spent more than a year reviewing existing conditions around Oceanside's Coastal Rail Trail and developing recommendations for how to improve the trail.
Circulate assisted in the outreach efforts of this project. This included coordinating five (5) pop-up events to gather resident input, coordinating two (2) hybrid community workshops, administering a community survey, and producing and installing passive engagement materials such as sidewalk decals.
