Circulate received a grant from the City of Imperial Beach to conduct California Office of Traffic Safety (OTS) funded pedestrian and bicycle safety programming. The OTS programs target all age groups to raise awareness about traffic rules, rights, and responsibilities whether you are driving, walking, or bicycling. The overarching program goal is to reduce the total number of pedestrians and bicyclists killed or injured in traffic related crashes.

Between November 2024 and September 2025, Circulate conducted:

- 4 countywide stakeholder meetings
- 3 pedestrian audits
- 3 Bike Anywhere Day events
- 4 state and national safety campaigns
- 1 video promoting bicycle safety and upcoming Imperial Beach bike projects
- 1 citywide safety and wayfinding messaging campaign (which included the installation of 6 wayfinding signs and 14 circular bicycle and pedestrian safety tip decals)
- 4 daylighting quick-build demonstration events
