Circulate, in partnership with Reconnaissance Market Research (ReconMR), worked on a study called the "SANDAG Mid-City rapid & Bus-on Shoulder Study." The objective of the study was to understand operator perspectives regarding driving in the part-time transit-only lanes (bus on shoulder) and to inform future planning and implementation strategies.
MTS's Rapid service is a high-frequency, limited stop bus service that gets people where they need to go quickly and easily. This study particularly focused on Rapid Route 225 which travels between the Otay Mesa Transit Center and Downtown San Diego. For a portion of its route, Rapid Route 225 had the ability to travel on the shoulder of I-15 during busy commuter hours. The pilot has now concluded which means Rapid Route 225 can no longer drive on the shoulder.
Through this project, Circulate handled a variety of tasks, including:

- Development and administration of a survey for Rapid Route 225 operators
- Follow-up in-depth interviews (virtual and in-person) with Rapid Route 225 operators and key stakeholders
- Creation of a summary including key findings and common themes
