New Report: Equity and Climate for Homes
This week, Circulate published Equity and Climate for Homes, our latest report on the success of the City of San Diego’s Affordable Homes Bonus Program (AHBP). The AHBP allows developers who build a percentage of their developments as deed-restricted affordable to receive added development capacity and other incentives that make it easier to build.
The AHBP bonuses apply equally to all properties that are zoned for multi-family development in the City of San Diego. However, the projects entitled through the AHBP have been disproportionately located near transit, and in high opportunity areas. The top-line findings are as follows:
- 63 percent of AHBP projects are located in high and highest resource Census tracts in the City of San Diego.
- 97 percent of AHBP projects are located within a half-mile of a high performing transit stop.
San Diego’s AHBP enhancements are also proposed for extension throughout California by AB 2345, authored by Assemblymember Lorena Gonzalez. The bill made it through the Assembly and is now awaiting July hearings in the State Senate.

Virtual Open House for Sports Arena Development Concepts
The City of San Diego is hosting a virtual open house to solicit public input on the Sports Arena Redevelopment Concepts now through July 20, 2020. Circulate is thrilled to be a collaborator on the Midway Sports and Entertainment District team. Our proposal includes a 12-acre park, modular soccer stadium, music venue, smart mobility options, and affordable housing. We Are Pleased To Announce: Age-Friendly National City!
We are pleased to announce the launch of the Age-Friendly National City project! Age-Friendly National City is a project through AARP’s Livable Communities Initiative, with support from The San Diego Foundation Age-Friendly Communities Program and AARP. Over the next year we will be collecting data and learning from the community about ways to increase the livability of National City across the age spectrum. Visit the Age-Friendly National City webpage to learn more about the project and participate in the livability survey.

Crash Not Accident: A Panel on Safe Streets, Journalism, and Word Choice
Words matter. Crash Not Accident is a campaign to educate San Diegans about our role preventing traffic deaths and serious injuries by acknowledging that crashes are not merely accidents but the result of human error and systemic decisions.
Circulate San Diego will lead a discussion about the Crash Not Accident movement nationally and the ways language shapes our perception of traffic violence. The panel will delve into the role of cities, advocates, and the media when discussing traffic collisions with the general public.

Zero Emission Bus Public Workshop
MTS needs public input to ensure that transit remains relevant to the people and communities we serve.
To that end, they have developed a series of topics to discuss over the next 12 to 18 months. Their goal is to have community forums as often as every other month. Issues such as the purchase of zero emission buses, security policies, and distribution of new fare media, service improvements and much more will be explored.

BIMBY @ Home: Affordable Housing Bonus Law Panel
Circulate San Diego is co-hositng a “BIMBY @ Home: Affordable Housing Bonus Law Panel.”
This online panel will delve into the proposed Affordable Housing Density Bonus Program in the City of San Diego and its proposed state equivalent AB2345. Join us for a presentation on the policy and its potential impact on the state of California if passed by the legislature.
