What a Night! Celebrating the 2026 Momentum Award Winners!

Over 300 guests, incredible honorees, great music, and one unforgettable night at Club Circulate!

On Friday, October 23, Circulate Planning & Policy took over NOVA SD for the 2026 Momentum Awards, celebrating the people, projects, and big ideas making San Diego a better place to live, work, and get around!

We were thrilled to welcome Congressman Scott Peters, Mayor Todd Gloria, Mayor John McCann, and elected officials and community leaders from across the region.

From innovative housing developments and safer streets to public transit and community advocacy, this year's winners are making a real difference!

We also celebrated our Walk the Walk honorees: Sharon Cooney, Councilmember Stephen Whitburn, and Gustavo Velasquez.

And of course, the night wouldn't have been complete without tacos, dancing, and our rooftop after-party presented by Waymo!

Congratulations to all our winners, and thank you to everyone who made Club Circulate a night to remember!

P.S. if anyone left their coat, please email Jeremy Bloom at [email protected]

Balboa Park Master Plan Update Survey

The City of San Diego is currently in the process of updating the Balboa Park Master Plan. This is an opportunity for the community to shape the future of Balboa Park.

Unfortunately, the initial public survey released by the City Planning Department last week omitted mobility improvements entirely. We cannot have a conversation about how to improve the park without thinking about how people access and move within it!

We’re urging people to utilize the open-ended response box (question 7) to share the mobility improvements that you want to see in the park! Some of our favorites are: closing El Prado to vehicular traffic, improving crossings into the park, ensuring each roadway in the park has a protected bike facility, and reimagining central park spaces to improve the pedestrian experience and encourage gathering. Let us know what else you want to see!

Midway Rising Advances Through Land Use and Housing Committee

Last week, the San Diego City Council Land Use and Housing committee advanced Midway Rising development plan, a proposal to redevelop the Sports Arena area. Circulate’s Policy Manager joined supporters at the committee to speak in support of the proposal.

The full City Council is expected to consider the proposal in November.

In September, the Midway Rising Specific Plan earned a Circulate Mobility Plan Certification. The Mobility Certification is awarded to development proposals that demonstrate a commitment to creating, preserving, and enhancing sustainable communities that provide mobility choices. A panel of independent volunteer subject matter experts awarded the Midway Rising Project the highest ever assessment score.

Circulate Ballot Measure Endorsements

Overwhelmed by your ballot? Let us help!

Circulate has formally registered positions on propositions 1, 43, and 45. Here’s what we think:

  • YES on Proposition 1, which would authorize $11.25 billion for affordable housing and homeownership opportunities, funded by general obligation and revenue bonds.
  • NO on Proposition 43, which would make it harder to raise local revenue to pay for active transportation and transit projects. The measure would do so by raising the threshold for voter approval of citizen’s initiative special tax measures.
  • YES on Proposition 45, which would institute CEQA reforms for essential projects, including housing. The reforms would make the process more streamlined and predictable for builders constructing new homes.

Don’t forget to vote on November 3!

APTA advocacy page to restore federal funding for public transit

The American Public Transportation Association has sent out an email to member organizations with a link to an advocacy page to restore federal funding for public transit. Please distribute this link to your community members and demand restored federal funding for public transit.

With many transit agencies including MTS facing severe budget deficits, federal funding is needed to help them pay daily operating costs (i.e. bus drivers and Trolley operators) so our local transit services can continue to run smoothly. A temporary extension of federal funds for surface transportation is in effect, but it does not include public transportation and it will expire on December 11th.

The APTA link includes a template message you can use to strengthen your case for more public transit funding on the federal level when reaching out to your local representative or state senator. Let them know how public transit helps you, your family, or your business and urge them to get public transit funding into the next surface transportation bill before December.
