Recap: 2023-2024 San Diego State University OTS Bicycle and Pedestrian Safety Program
This past year, Circulate teamed up with San Diego State University to bring bicycle and pedestrian safety programs to students, staff and faculty, and residents of neighborhoods around the campus!
With support from the California Office of Traffic Safety, Circulate delivered a packed lineup of impactful events and programs that made San Diego State University’s campus safer and more accessible for everyone.
The Circulate team worked hard throughout the year to deliver on this project and is looking forward to doing it all again for the 2024-25 cycle!

Recap: Downtown Silvercrest Residence Walk Audit
Thanks to the OTS/City of San Diego Grant, Circulate partnered with the Salvation Army’s Downtown Silvercrest residents for a walk audit of their community on Thursday, December 12th.
Circulate walked with residents to the Ralphs on First Avenue and G Street to observe and assess the safety of the pedestrian infrastructure. The walk provided an excellent opportunity for meaningful conversations with the residents, who shared valuable insights.
The walk started on a positive note, with participants appreciating the wide sidewalks and shady trees along E Street, which created a comfortable and welcoming environment. However, the walk audit also highlighted several safety concerns. For much of the route, there were no audible pedestrian signals (including near the Silvercrest Residence), short crossing windows on Market Street, sidewalks closed off for construction (notably at 4th Avenue and G Street), and faded crosswalks made navigation challenging. These issues were particularly problematic for participants using mobility aids or hearing aids, often leading to detours or the group becoming separated.

Circulate’s New Traffic Calming Course!
This past weekend, Circulate participated in Mid-City CAN’s 4th Annual Snowy Wonderland, where we debuted our new Traffic Calming Course. The course features a 10x14-foot mini town, showcasing some of the latest infrastructure developments in San Diego.
The course includes a mixed-use neighborhood with shops, apartments, a school, and a park, as well as bus-only lanes, a roundabout, curb-extensions, and various types of crosswalks. Yellow crosswalks indicate school zones, pedestrian scrambles allow walking in all directions when signalized, and the zebra crosswalks are paired with curb extensions. The course also features protected bike lanes, including a two-way cycle track through a roundabout, inspired by San Diego’s Pershing Bikeway.
