Crash Not Accident: A Panel on Safe Streets, Journalism, and Word Choice
Words matter. Crash Not Accident is a campaign to educate San Diegans about our role preventing traffic deaths and serious injuries by acknowledging that crashes are not merely accidents but the result of human error and systemic decisions.
Circulate San Diego will lead a discussion about the Crash Not Accident movement nationally and the ways language shapes our perception of traffic violence. The panel will delve into the role of cities, advocates, and the media when discussing traffic collisions with the general public. Panelists include:
- Leah Shahum, Executive Director and Founder, Vision Zero Network
- Andrew Bowen, Metro Reporter, KPBS
- Maya Rosas, Director of Policy, Circulate San Diego
- Colin Parent, Executive Director and General Counsel, Circulate San Diego
Panel co-hosts include the San Diego County Bicycle Coalition and Climate Action Campaign.

Campaign Update: Community planning reform takes a big step forward
Last week the City of San Diego released a survey of members of community planning groups. The survey quantified what many had observed anecdotally, that community planning groups are older, wealthier, and whiter that the communities they are tasked with representing. The survey was reported by the Voice of San Diego.
This survey provides clear and unambiguous evidence that San Diego’s system of community planning excludes many voices, and must be reformed if it is to continue.
Reforming community planning is important. The community planning groups in San Diego are tasked with advising the city on numerous land use and transportation issues. When those groups create barriers to participation, it means that many in the public are excluded for public decision-making. That doesn’t comport with our nation’s broadly shared values of democracy and participation.

Campaign Update: Success for the Middle Income Bonus Program
Last year we jumped the gun a little by announcing the adoption of the City of San Diego’s Middle Income Bonus program. It took a full year before the City Council implemented the policy with a required second reading, which they did this week.
Due to our advocacy, the program allows developments near transit to receive up to a 75 percent bonus above base density! This is a big deal, and it will allow substantially more homes in the City of San Diego.
Circulate has a philosophy that we can make housing policy most effectively by designing it to be a win-win-win between affordability, climate, and economic development. Our advocacy around the Moderate Income Bonus is a clear illustration of that approach. The amendments we secured allow for more market-rate homes, located near transit, and paired with both subsided units and commitment to no displacement.
