Circulate Relaunches Mobility Certification Program

Circulate San Diego is relaunching the Mobility Certification Program to better support smart growth projects seeking entitlement. Certified projects receive formal support from our team, including public testimony, which can strengthen a project’s path through review and approval. The updated program offers more value and flexibility while keeping the focus on walkability, transit access, and quality neighborhood design.

For more than a decade, the Mobility Certification has served as a trusted, independent endorsement for projects that advance smart growth and better connectivity. With this relaunch, we’re expanding its impact and look forward to supporting more projects across the region.

World Day of Remembrance

On November 16, Circulate San Diego joined Families for Safe Streets San Diego, and fellow safety advocates to observe World Day of Remembrance and honor lives lost to traffic crashes.

The event honored the 538 people who were killed in crashes in the San Diego region in 2023 and 2024. Volunteers placed memorial signs across the county at crash sites to mark lives lost and remind neighbors and elected officials of the humans behind these tragedies.

Councilmembers LaCava, Whitburn, and Campillo and District Attorney Summer Stephan attended the event and participated in hanging memorial signs in a show of support for safer streets.

RECAP: 2024-2024 City of Chula Vista Bicycle and Pedestrian Safety Program

This past year, Circulate teamed up with the City of Chula Vista to bring bicycle and pedestrian safety programs to residents across the city! With support from the California Office of Traffic Safety, Circulate delivered a packed lineup of impactful events and programs that made Chula Vista’s streets safer and more accessible for everyone. The Circulate team worked hard throughout the year to deliver on this project.

RECAP: Circulate Co-Hosts the YIMBY San Diego Legislative Town Hall

On November 15, Circulate co-hosted the 2025 YIMBY Legislative town hall with California YIMBY and the YIMBY Democrats of San Diego. The event brought together YIMBYs from across the San Diego region to discuss 2026 legislative ideas, policy campaigns, and activism.

Circulate CEO Colin Parent spoke about Circulate’s history of local and statewide YIMBY successes and previewed some of our initiatives for the 2026 legislative session.

The event was a huge success! Thank you to our co-hosts and everybody who participated!

Recap: Health Science High and Middle College Pedestrian Audit

This past Monday, the planning team had the pleasure of working with Health Science High and Middle College and their Science and Health Education students to conduct a pedestrian audit near their school and Cherokee Point Park. Students learned about the importance of pedestrian and bicycle infrastructure in their neighborhoods and how it impacts their safety traveling to and from school.

During the audit, students observed broken sidewalks, unmarked crosswalks, and missing truncated domes. They also learned why planning for people of all abilities matters and how safer intersections help make their own trips to school safer as well.

Circulate is excited to be part of Community Wraparound’s Annual Turkey Giveaway and Resource Fair on Saturday, November 22! This beloved community event brings families together to kick off the holiday season, offering free turkeys and connections to local resources. Stop by the Circulate’s table to learn more about our programs and initiatives that make neighborhoods safer and more connected.

Turkeys will be distributed on a first-come, first-served basis while supplies last — so be sure to arrive early!
