Circulate partnered with KTUA Planning & Landscape Architecture to develop a Vision Zero Action Plan for the City of El Monte.
Vision Zero is an initiative to eliminate traffic-related fatalities and injuries. The project considered the safety needs of all modes of transportation: particularly pedestrians, bicyclists, and vehicles to create recommendations for improvements to transportation safety citywide.
With funding from the Southern California Association of Governments (SCAG), the project team spent more than a year reviewing existing conditions and developing recommendations for the City of El Monte. Circulate was in charge of leading the community engagement and policy development portions of the project including:

- marketing and logo creation,
- leading social media campaigns,
- organizing and convening (4) stakeholder group meetings,
- development of an education video,
- (4) virtual and in-person community events, including the use of the Go Human SCAG Kit of Parts,
- passive engagement using decals to promote the project and surveys,
- development of chapters in the final VZAP.
