City of Chula Vista OTS Pedestrian Audit Reports (FY 2024-25)

Lilian J. Rice Elementary

This audit was coordinated with Lilian J. Rice Elementary School. This audit was hosted on April 15, 2025 and had a group of 30 people. Participants provided input on issues that make walking and biking unsafe or uncomfortable along the route. The group specifically observed conditions shortly after the school’s drop-off hours. The pedestrian audit was attended by Circulate San Diego, Lilian J. Rice Elementary families, City of Chula Vista’s Engineering Department, and staff from Lilian J. Rice Elementary.

Lilian J. Rice Elementary is located in the Castle Park neighborhood of the City of Chula Vista. The audit route took place along: Naples Street, Fourth Avenue, Third Avenue, and L Street. Between 2019-2023, there were 16 pedestrians injured, 2 pedestrian fatalities, and 6 bicyclists injured within a quarter mile of the walking route. On June 1, 2021 a 32-year-old pedestrian was killed by a hit-and-run driver while walking along the 900 block of Third Avenue.
