City of San Diego Pedestrian Audit Reports (FY 2025-26)

San Diego River Trail (Bike Audit)

This bike audit was conducted in coordination with the San Diego River Park Foundation. This audit was hosted on March 13, 2026 and had a group of 31 people. The group included Circulate Planning & Policy, members of the San Diego River Park Foundation, and interested residents.

The bike audit began at Old Town Transit Center and concluded at Grant Park. Concerns were identified on nearby streets, like Hotel Circle North and Fashion Valley Road, which are key connections where gaps in the trail forced riders to share space with fast-moving traffic. Between 2020 and 2024, 23 pedestrians and 31 bicyclists were injured, and 6 pedestrians were killed within a quarter mile of the route, emphasizing the need for safer and more connected infrastructure. The proposed West Valley Crossing located at the Northeast corner of Sefton Park is a high-priority infrastructure project recognized across multiple long-range planning frameworks, like the San Diego Association of Governments Regional Plan, San Diego River Park Master Plan, and the I-8 Kumeyaay Corridor Comprehensive Multimodal Corridor Plan. The project is designed to improve connectivity across the river, creating a safer and continuous river trail for people walking and biking.
