Davida has worked in the Architecture, Engineering, and Construction (A/E/C) industry for over 17 years. A well-rounded marketing professional with a strong background in administrative and office management her roles ranged from front desk first impressions, to managing job-site/project administration, to leading and working with design teams developing robust technical proposals to win work. She is a graduate of University of Phoenix with a degree in Business Administration with an emphasis in Marketing.
She recently returns to San Diego after a four-year stint in New York City and is enjoying her hometown in a whole new way, including taking mass transit for business and pleasure! When she is not managing Circulate’s office operations, she is running her mobile spray tanning business, working out, or enjoying live music. She thoroughly enjoys working with and supporting a positive team with a vision to create a dynamic change in the community.

Intro spotlight - Vince YOung
- Tell us a little bit about yourself.
My name is Vince Young and I’m originally from the San Gabriel Valley (Los Angeles County). I’ve been fascinated by cities ever since age 10 when I first went to visit my extended family in Asia. I spent a long time afterwards wondering why my home region didn’t have the same sort of vibrant, walkable, mixed-used neighborhoods as those I experienced on that trip. I still do.
Decades later I’m now a Master of City Planning student at MIT. I am interested in thinking through how we should utilize scarce land resources to move towards more sustainable and equitable futures. Prior to attending planning school, I worked as an attorney at the intersection of law, policy, and health equity.
I’ve lived up and down the California coast including in San Diego, San Francisco, Los Angeles, Berkeley/Oakland, Santa Cruz; and on the east coast in New York City and now Boston. Nowhere feels more like home than San Diego. In my free time, you can find me at Blacks Beach or at the Hillcrest Farmer’s Market.
- How did you become interested in Circulate San Diego?
San Diego has the most perfect weather in the world. Health, fitness, and being active outside are deeply embedded in its culture. I can think of no better place for an urban transformation so that cars, public transit, bikes/scooters, and walking all have a place. Circulate has been at the forefront of advocating for greater mobility options in this region for decades, and I wanted to be a part of that.
- What’s your most memorable face palm moment? Or what is your biggest achievement to date? Choose one.
My attempt to get back into skateboarding in my 30s. It’s a facepalm (face-concrete, really) for my health but maybe an achievement for the soul? Either way, I sure learned a lot about my health insurance plan.
- If you could choose anyone, who would you pick as your mentor?
Janette Sadik-Khan, the former transportation commissioner for New York City. She spearheaded the creation of transformative active use infrastructure in the city.
I am inspired by her passion, persistence, and imagination in making change happen. It’s often easy to feel defeatist about urbanism in the United States but through her work (and the work of others around the world), I am reminded that nothing human-created is ever immutable. Every single aspect of our built environment was shaped by social decision-making. If we made a world where we circle around North Park for half an hour to find parking or sit in bumper-to-bumper traffic on the 805 to get to work, we can certainly dream of and create a different future too.

Bike Anywhere Day Recap!

Last week, the Circulate team had the pleasure of welcoming cyclists to our booths for Bike Anywhere Day 2026!
Bike Anywhere Day (formerly Bike to Work Day) is a free, annual event that SANDAG has hosted in the San Diego region for more than 30 years. It is an opportunity for everyone to ride to work, school, the beach, or anywhere.
This year, the Circulate team tabled near Chula Vista’s Living Coast Discovery Center, Portwood Pier in the City of Imperial Beach, and at SDSU’s Transit Center.

The Affordable Homes Bonus Law passes the Assembly!

This Wednesday, the Affordable Homes Bonus Law passed the State Assembly 53-0. This Circulate-sponsored legislation will make it easier for builders to use California Bonus Law to construct affordable homes.
The bill is authored by Assemblymember David Alvarez, who represents District 80 in the South Bay part of San Diego County. Assemblymember Alvarez has been an author for several of our bills over the years. This reflects his priorities to create more affordable home ownership and rental opportunities in our region.Earlier this month, Assemblymember Alvarez released a video discussing our bill, and why it is important for a more affordable California.

Circulate San Diego will be partnering with SDSU, the City of Imperial Beach, and the City of Chula Vista on hosting a pit stop for this event. We’ll be giving out snacks, drinks, and handing out free safety gear and materials to keep your ride smooth and safe.

AB 2433 Moves to the Assembly Floor

This past Wednesday, the Assembly Appropriations Committee voted to advance AB 2433, the Affordable Homes Bonus Law. Colin Parent, Circulate CEO and General Counsel, joined Assemblymember David Alvarez in providing testimony in support of the bill.

Fighting Against Safety Budget Cuts

Circulate and Vision Zero Coalition partners are joining together to fight the Mayor’s proposed cuts to traffic safety in the upcoming fiscal year.
In case you missed it, the Mayor is proposing to eliminate an essential safety team in FY 2027. In response, a broad coalition of advocates sent a letter urging the Mayor to reverse course, and proposing general fund-neutral options to fund the team. We also held a bike ride and rally to demonstrate the broad community support for this critical safety team.

Last week, Circulate did something unusual: we dropped an album.
The album is titled “Bonus Tracks: Songs for Affordable Homes,” and it’s a whimsical good time. It also serves a real purpose to highlight the success of California density bonus law (“Bonus Law”), as outlined in our recent report “Win-Win Bonus: How California's Bonus Law quietly transformed housing approvals.”

Intro Spotlight - Tania Ramirez
Tell us a little bit about yourself.
I am a San Diego native and first-generation Latina currently pursuing my J.D at
California Western School of Law, with a strong interest in public policy and
community advocacy. I recently graduated from UCLA, where I earned a B.S. in
Chemistry and minored in Global Studies.I also take pride in staying connected to my Mexican roots. My family is from Jalisco,
and I value traditions and experiences that keep me grounded in my culture.
Whether that’s attending jaripeos, spending time with family, or celebrating
community events, those connections are an important part of who I am.
In my free time, I enjoy exploring new coffee shops, going on scenic walks, and
trying different food spots around the city. I’m always looking for ways to stay
connected to my community while continuing to learn and grow.How did you become interested in Circulate San Diego?
I’ve always been passionate about public interest and advocacy, a value that
started at a young age. Growing up, I often joined my mom at labor union protests,
where I was first exposed to the power of collective action and the importance of
fighting for equitable treatment. That early experience stayed with me and
continued to shape my interests over time. In undergrad, I further explored this passion by getting involved in student government roles that focused on legislative advocacy, where I worked on initiatives aimed at representing and supporting the student body. Those experiences helped me better understand how policy can be used as a tool to
create meaningful change. Now, as I pursue my law degree, I’ve been looking for opportunities to directly connect my legal education with policy work. Circulate stood out as the perfect place to do that. Its focus on transportation, sustainability, and equity aligns with both my personal values and my desire to contribute to impactful policy work in the community I call home.What’s your most memorable face palm moment? Or what is your biggest
achievement to date? Choose one.My biggest achievement to date is earning my Bachelor of Science in Chemistry
from UCLA as a first-generation Latina. Higher education was not an opportunity my
ancestors had access to, so completing my degree felt like a meaningful milestone
not just for me, but for my family and lineage. It represents both personal
accomplishment and generational progress.Chemistry is a challenging field that pushed me to develop discipline, resilience,
and strong problem-solving skills. There were moments when the path felt difficult,
but persisting through those challenges made the achievement even more
rewarding. This experience gave me confidence in my ability to succeed in
demanding environments and reinforced the importance of perseverance.If you could choose anyone, who would you pick as your mentor?
If I could choose anyone as my mentor, I would choose Salma Hayek. I admire how
she has built a powerful and enduring career while advocating for greater
representation of Latina women in the media industry. Beyond her success as an
actress, she has taken on leadership roles as a producer, creating opportunities for
more diverse stories to be told. What I find especially inspiring is her ability to balance strength, authenticity, and cultural pride. She has remained grounded in her identity while navigating spaces that have not always been inclusive. As a first-generation Latina pursuing a career in law and policy, I would value learning from her example of using influence and leadership to create opportunities for others while staying true to one’s roots. -

May is National Bike Month!

Now that it’s May, we are officially in one of the best months of the year – National Bike Month!
Established in 1956, National Bike Month is a chance to showcase the many benefits of bicycling — and encourage more folks to giving biking a try. Circulate is celebrating by hosting and participating in several events each week, including three Bike Anywhere Day pit stops, a bike audit, bike valets, a bike rodeo, and more!

Quick-Build Demonstration at North Park Farmers Market

On Thursday, April 23, Circulate had the pleasure of co-hosting a quick-build traffic calming demonstration at the North Park Farmers Market.
In collaboration with AARP California, North Park Main Street, America Walks, and Councilmember Whitburn’s office, a team of volunteers installed temporary artistic crosswalks, planter-protected bulb-outs, a median refuge island, and a parklet.
Quick-builds are low-cost and community-centered opportunities to make our streets safer in the immediate term. A petition disseminated at the event allowed attendees to sign on in support of creating a streamlined and inexpensive permitting process for quick-build traffic calming and placemaking demonstration projects in San Diego. RECAP: Transit Field Trip with King Chavez Academy of Excellence 8th Graders

This past Thursday, April 23rd, Circulate and a student/staff group from King-Chavez Academy of Excellence embarked on a transit field trip to the San Diego Central Library and to the Coronado Ferry Landing. The purpose of the trip was to give the 8th graders hands-on experience with riding the Blue Line Trolley.
Over the past few months, Circulate has been working with the school on getting their students signed up for MTS’s Youth Opportunity Pass. This trip served as a fun way for the students to utilize that pass while exploring some of San Diego’s great destinations!
A huge thank you to Flagship Cruises & Events for providing the group tickets to ride the Ferry! Their gracious contribution allowed many members of the group to ride the Ferry for the first time.

Upcoming: Groundwork SD x Circulate Bike Audit!

Join us on Saturday, May 9th at 10:00 am for a 5.5 mile Bike Audit from Groundwork San Diego's office to Cesar Chavez Park!
Groundwork San Diego Chollas Creek has led efforts to connect Southeast San Diego to Barrio Logan. In collaboration, ride with us to discuss existing cycling conditions and opportunities to improve bike safety and access along the route.
Circulate Comments on the City’s Bike Master Plan Update

This week, Circulate and the Vision Zero Coalition sent a letter to the City Planning Department commenting on the City’s draft bike master plan update.
The City is currently updating its bike master plan, and has proposed a new draft network. Vision Zero advocates wrote to the City Planning Department outlining our priorities for the final updated plan.
The final plan should remain consistent with the City’s “Class IV First” approach, striving to prioritize safer separated facilities. When selecting facility types, the City must also use objective standards to evaluate what is feasible, and reject any notions of relying on anecdotal concerns about parking impacts. The letter also outlines network improvements that planner should keep in mind as they work to craft a final plan.
AB 2433 Passes Three Policy Committees!

On April 20, AB 2433, the Affordable Homes Bonus Law, passed the Assembly Natural Resources Committee. After successfully passing Assembly Housing and Local Government, this marks the third and final policy committee that AB 2433 is set to face in the Assembly.
Next steps, Assembly Appropriations and then the Assembly floor!

North Park Safer Streets Demonstration – AARP California

Join AARP California for a Safer Streets Demonstration with the community at the North Park Farmer's Market on Thursday, April 23 from 3:00pm – 7:00pm.
Experience quick-build street design improvements that slow traffic and improve pedestrian safety. Take part in painting, chalk art, and hands-on activities while sharing your feedback on community safety and walkability. Connect with local organizations and learn about ongoing advocacy efforts.

Circulate Publishes New Report Outlining Success of California Bonus Law

Last Friday, Circulate Planning & Policy published our latest report Win-Win Bonus: How California’s Bonus Law quietly transformed housing approvals. This report finds that California Density Bonus Law (Bonus Law) was used to approve more than 140,000 homes between 2021 and 2024, far outperforming other state housing streamlining tools.
For years, Bonus Law underperformed. But following AB 2345 (Gonzalez, 2020) and AB 1287 (Alvarez, 2023)—recent enhancements sponsored by Circulate—its use has skyrocketed. These reforms took seriously the idea that builders will choose to build affordable homes if it is financially advantageous to do so.
Circulate held an event announcing the report at One Mississippi Apartments, 100% affordable Bonus Law project built by Trestle Build. We were joined by Assemblymember Chris Ward, advocates, builders, and affordable housing champions.

Help Prevent the City from Defunding Road Safety

This week, Mayor Gloria released his proposed FY 2027 budget. The budget would fund one of Circulate Planning & Policy’s top budgetary priorities, fixing the Fatal 15.
However, the budget also proposes eliminating the Multimodal Team within the Transportation Department. This team is responsible for planning and designing complete streets improvements, which make roads safer and flow better. They make sure that crosswalks, bike lanes, traffic signal timing, and other similar improvements are implemented as part of the roadway repaving process, when it’s cheapest and easiest to do so. Dissolving this team will push us backwards in our fight to make San Diego streets safer.
But we still have time to fix this and the Vision Zero Coalition needs your help. Click the link below to tell the Mayor and City Council to fund this critical road safety team.
Circulate Engages on MTS Fiscal Sustainability

Circulate Planning & Policy sent a policy letter urging the Metropolitan Transit System (MTS) to maintain service as it considers measures to address its operational deficit.
While raising fares is never ideal, when the alternative is cutting service, it must be done. A successful and sustainable transit system requires stable ridership. If routes are cut, frequencies are reduced, or service is made slower, less people will choose transit. This will result in more service cuts, and the “transit doom loop” begins. This ends up hurting riders who rely on transit the most. Raising fares is ultimately what we must do to ensure the system is sustainable in the long-term.
Circulate’s letter recommended that MTS adopt the more aggressive fare increase package with a phased-in approach. On April 16, MTS took this action.

Urban Collaborative Project’s Fifth Annual Transportation Justice Expo

This past weekend, Circulate Planning & Policy had the pleasure of attending the Urban Collaborative Project’s Fifth Annual Transportation Justice Expo hosted at Market Creek Plaza. Attendees learned about all transportation related matters happening around the county and resources available to them. The Circulate team shared some of the work that we have been up to, including the Safe and Equitable Access to Parks and Everyday Destinations (SEAPED) Project. We had the opportunity to speak with community members and collect feedback on quick-build infrastructure.
We appreciate everyone who stopped by our table and are grateful to UCP for hosting another successful event!

Recent reforms to California’s longstanding density bonus law (“Bonus Law”) have quietly transformed housing approvals in the Golden State.
For years, California has suffered from affordability challenges. The lack of housing supply drives up costs for everyone. Additionally, too few lower-income households have access to deed-restricted affordable homes.
California’s Bonus Law offers homebuilders a win-win bargain. If they choose to build affordable homes in their projects, then they can receive a package of benefits to more than offset those added costs.
In 2020, Governor Newsom signed Assembly Bill 2345 into law. That bill allows projects that include affordable homes to grow a full 50 percent larger than underlying zoning restrictions would allow. Assembly Bill 1287 in 2023 provided a second stackable 50 percent bonus, if a project includes even more affordable homes. These two pieces of legislation now allow projects with enough affordable units to build to twice the size of their zoning capacity.
Since the adoption of Assembly Bill 2345, Bonus Law has become the most widely used streamlining law tracked by the California Department of Housing and Community Development. It was not understood at the time of its adoption to be a transformative law. Nevertheless, after its adoption Bonus Law has been used to approve:
- More than 140,000 homes overall,
- More than 69,000 deed-restricted affordable homes,
- In 2024, 47 percent of all homes approved in multifamily projects,
- In 2024, 78 percent of all homes in 100 percent affordable projects, and
- In 2024, ten times more homes than every other tracked streamlining law
These recent changes to Bonus Law take seriously the idea that builders will include affordable homes if it is financially advantageous. These reforms were designed to drive win-win rational economic choices by homebuilders.
The incremental changes to Bonus Law resulted in large numbers of new housing approvals, because the reforms built on an existing large baseline of multifamily production.
Bonus Law helps projects achieve their housing capacity by providing strong tools to overcome and repair broken land use rules. The policy has also been bolstered with other more incremental legislative changes, as well as sustained enforcement from the executive and judicial branches.
Changes to data collection practices in California allow for a clearer picture of housing approvals than was possible in earlier years. This presents an opportunity for advocates and policymakers to evaluate the impact of streamlining laws. It should also inform where to spend future efforts, to secure the most impactful policy changes.
The report concludes with a variety of recommendations for how the legislature and California’s housing agencies can further improve the performance of Bonus Law.
California has an opportunity to build on this successful law, to make the California dream more affordable.

We will be meeting at North Park Community Park at the intersection of Polk Avenue and Idaho Street.
We also have our next audit on Saturday, May 9th at 10:00 am in collaboration with Groundwork San Diego-Chollas Creek. We will be cycling for 5.5 miles from their office to Barrio Logan.

Circulate Discusses E-Bikes with KPBS

Aria Grossman, Policy Manager at Circulate Planning & Policy, joined KPBS’s Jade Hindmon to discuss electric bicycles (E-Bikes).
As the City of San Diego considers new restrictions on use of Class One and Class Two E-Bikes for children, it’s important that we all have a common understanding of what these devices can do.
Aria spoke with KPBS about the different types of E-Bikes and some of the related state and local legislative proposals. Aria and Jade spoke about SB 1167, introduced by Senator Catherine Blakespear, which Circulate is a proud supporter of! The bill would crack down on the deceptive marketing of electric vehicles that are not street legal E-Bikes.
AB 2433 Advances Unanimously Out of the Assembly Housing Committee

Last week, AB 2433, the Affordable Homes Bonus Law, advanced unanimously out of the Assembly Committee on Housing and Community Development. Circulate Planning & Policy is the lead sponsor of this legislation, which modernizes California Bonus Law to incentivize more affordable homes.
Colin Parent joined Assemblymember David Alvarez in Sacramento to testify in support of the bill before the Committee. Next up, the Assembly Local Government Committee on April 15!

Planning Team Member Becomes a League Cycling Instructor (LCI)

Over the past months, Circulate Assistant Planner Leslie Aparicio leveraged her Circulate professional development benefits to work towards her League Cycling Instructor (LCI) certification through the League of American Bicyclists.
After finishing two Smart Cycling classes at the Oceanside Public Library, which consisted of several hours of classroom education, a 13-mile bike ride, completion of a skills course, and a written exam, Leslie was ready for the LCI Seminar hosted by the San Diego County Bike Coalition.
At the seminar Leslie spent three days in classes, giving presentations, teaching lessons, and taking both road and written tests. Now that Leslie is an LCI, she is officially certified to teach a wide range of bicycle safety lessons and skills to both new and returning bicyclists and youth!

Announcing the Affordable Homes Bonus Law

Last week, Circulate and Assemblymember David Alvarez announced AB 2433, the Affordable Homes Bonus Law!
This new legislation will modernize California Bonus Law to create more homeownership opportunities, build more affordable homes, and streamline benefits. This legislation follows Circulate’s two recent successful reforms to Bonus Law, AB 2345 (2020, Gonzalez) and AB 1287 (2023, Alvarez). Following these reforms, Bonus Law has become by far California’s most utilized streamlining law.
Assemblymember Alvarez spoke to the housing shortage, and how this bill will support new affordable supply. Colin spoke to Bonus Law’s widespread use today, and how its current success is thanks to reforms initially championed in San Diego. Rammy Cortez, of Rammy Urban Infill, spoke to the importance of Bonus Law to builders like himself.

Rep. Scott Peters at Advisory Circle Dinner

Last week, Circulate convened the fifth meeting of our Advisory Circle, bringing together regional leaders in land use, transportation, and housing alongside our key supporters. The Advisory Circle helps shape the direction of Circulate Planning & Policy by offering candid feedback on our work and helping identify where we can have the greatest impact in the year ahead.
We were also excited to share our new name, Circulate Planning & Policy, reflecting the growing reach of our work across Southern California and at the state level.
We were honored to welcome Congressman Scott Peters as our guest. Throughout his career, he has been a consistent advocate for expanding housing opportunities, investing in transit, and advancing environmental solutions. His perspective grounded our discussion in the federal context and underscored the importance of aligning local progress with national policy.
City Approves Lowering Speed Limits Citywide!

This week, the City Council approved a plan to lower speed limits across the City of San Diego! The approved plan would reduce speed limits on 20 percent of the City’s street network.
Circulate and Vision Zero advocates have been pushing the City to take this action, following the authority granted by the State Legislature in AB 43. Thanks to our advocacy, the City Transportation Department committed to prioritizing implementation in school zones, to make streets safer for children as soon as possible.
The speed limit reductions will be implemented as signs are installed, which will cost $2.4 million and must be approved in the FY 27 budget. Circulate will continue pushing the Mayor to make this a funding priority in the upcoming fiscal year.
While speed limit reductions are a great first step, this alone will not get us to vision zero. Infrastructure changes, like fixing the Fatal 15 and traffic calming installations, must be paired with speed reductions to maximize their impact.
Circulate Launches E-Bike Toolkit

This week, Circulate released a toolkit to help media, elected officials, and San Diegans identify electric bicycles (E-Bikes) and the rules associated with different classes.
Circulate has a long history of advocating for street safety for all vulnerable road users. As we see increasing concerns over E-Bikes being presented in the media, we thought it was important to ensure that we all have a common understanding of what is exactly considered an E-Bike. Especially as recent press coverage has misidentified certain vehicles as E-Bikes.

UCSD Pedestrian Audit

Join us on Friday, April 10 at noon for a pedestrian audit in collaboration with UCSD Young Planners Society! We’ll be meeting at UCSD’s Sixth College Lawn.
We will be identifying safety hazards for pedestrians and bicyclists around North Torrey Pines Road. We recommend wearing a hat and comfortable shoes for this 1.5-mile walk!

Later this year, Circulate will be publishing our newest major report titled "Win-Win Bonus." The report will document the success of California's Bonus Law, which is the most widely used housing streamlining policy in the state.
Circulate has led on Bonus Law reform in the last decade, sponsoring two successful bills, Assembly Bill 2345 in 2020, and Assembly Bill 1287 in 2023. We are also sponsoring another major update this year with Assembly Bill 2433.

Missing Middle Housing Policy Letter

Last week, Circulate sent a letter to the City of San Diego making recommendations for its Neighborhood Homes for All of Us program. This program aims to incentivize more missing middle homes for families in San Diego.
This program will be most effective at achieving this goal if it remains as broad and flexible as possible. There may be a temptation to try to create certain types of housing with prescriptive requirements, like bedroom counts, lot sizes, and transit proximity requirements. Requiring these sorts of amenities will ultimately result in less homes and runs counter to the program’s goal. A program to build homes for families must be flexible enough to ensure that a family seeking a one-bedroom home in a suburban area near school and a family seeking a three-bedroom home near transit will both benefit.

Spreckels Elementary Bike Bus Recap!

Yesterday, Circulate had the pleasure of joining Spreckels Elementary for their first ever Bike Bus to School. Before the ride, we went over helmet fitting, turn signals, and the rules of the road while biking with families and students.
The Bike Bus began rolling out at 8:20 AM, with about 70 participants traveling down Governor Drive to get to school. Riders were welcomed with doughnuts and stickers upon arriving.
We are grateful to the students, parents, and school staff who helped make the event such a success and look forward to supporting more Bike Buses in the future!
Caltrans 2026 Travel Improvement Survey

Do you travel on I-5 or I-805 in San Diego County? If you live, work, or travel in the area, Caltrans wants to hear from you.
Caltrans will modernize 27 miles of existing carpool or high occupancy vehicle (HOV) lanes on I-5 and I-805 into high occupancy toll (HOT) lanes, commonly known as Express Lanes. HOT lanes reduce congestion and help traffic move more smoothly by giving drivers more travel options during busy times.

San Diego Community Power, San Diego Foundation Announce $750K for Local Clean Energy Projects - Deadline to Apply, March 6 at 5 p.m. PT
San Diego Community Power, in partnership with San Diego Foundation, today announced a $750,000 clean energy reinvestment into the region and invited local organizations to apply for the funds.
The Community Clean Energy Grants program is an annual opportunity for nonprofits and other tax-exempt organizations to join with Community Power to advance clean energy, green jobs and sustainability programs across the San Diego region.

MTS Fare Change Survey

MTS is facing a budget gap, and is considering proposals to modify fares and service levels to address this shortfall. This decision has the potential to significantly impact the quality of transit service in San Diego.
Time and time again, surveys show that transit riders favor fare increases over service reductions. MTS is currently seeking feedback on its fare change proposals.
SDSU Mission Valley River Park

To meet the needs of both cyclists and pedestrians, SDSU Mission Valley is encircled by a 2-mile hike and bike loop and is also constructing several off-site City of San Diego bike lane projects to complete the bikeway between SDSU and the Mission Valley property, including a total of 1.5 miles of dedicated bike lanes.
Unlike most public parks, the SDSU Mission Valley river park operates without any taxpayer subsidy. Memorial and Ghost Bike Installation Honoring Hudson O’Loughlin

This week, around 100 family, friends, and community members gathered to honor Hudson O’Loughlin. Hudson was stuck and killed by a hit-and-run driver on January 17, 2026. He was six-years-old.
Attendees gathered at Crown Point Elementary for a memorial ceremony. Hudson’s mother, Juliana, memorialized her son, and called to continue honoring him by working for safer streets. Jessica Sportelli and David Cuthell (BeautifulPB), Laura Keenan (Families For Safe Streets San Diego), Councilmember Stephen Whitburn, and Anar Salayev (BikeSD) also called for action on road safety.
Following the formal memorial, attendees participated in a memorial walk to the crash site on Pacific Beach Drive. There, Hudson’s family installed a ghost bike in his honor. Ghost Bike is a common memorial to cyclists that were killed in traffic violence.
Circulate collaborated with BeautifulPB, Families for Safe Streets San Diego, San Diego County Bicycle Coalition, BikeSD, and Bikes Del Pueblo to organize the event.

Corporate Member Spotlight: Flagship Cruises & Events

San Diego Bay’s iconic ferries, the Silvergate and the Cabrillo, have officially been added to the National Register of Historic Places, earning national recognition for their cultural and maritime significance. Both vessels are owned and operated by Flagship Cruises & Events, San Diego’s oldest family-owned maritime company.
For generations, these ferries have been an essential part of the region’s transportation network, reminding us that San Diego has always relied on many modes of transportation to connect people, neighborhoods, and jobs.
The Silvergate, built in 1940, carried wartime workers between San Diego and Coronado. The Cabrillo, designed in 1964 by renowned naval architect Oakley J. Hall, continues to reflect the craftsmanship of a growing waterfront city.
Founded in 1915, Flagship Cruises & Events still plays a vital role in moving people across the bay through ferry service, tours, dining cruises, and charters. Today, they are also leading the way toward a cleaner future with plans for fully electric, zero-emissions ferries.

San Diego High School Pedestrian Audit

On Wednesday, Circulate partnered with San Diego High School’s 10th grade engineering class to host a pedestrian audit in Downtown San Diego. The group traveled primarily along Park Boulevard to assess safety concerns for pedestrians walking and biking around the school.
Before the audit, Circulate conducted a helmet survey at the intersection of Russ Boulevard and Park Boulevard to observe how many people were wearing helmets while biking, scootering, or skateboarding. This intersection connects San Diego High School, Urban Discovery Academy, and San Diego City College and experiences high pedestrian foot traffic during drop off and pick up times.
During the audit, the group observed inconsistencies in the bike lane infrastructure, narrow sidewalks, and drivers failing to yield while pedestrians were crossing. The group discussed potential improvements such as adding audible pedestrian push buttons or rapid flashing beacons, restriping faded crosswalks, and extending protected bike lane infrastructure throughout Park Boulevard.

Circulate’s Presentation for the Imperial Beach City Council

This past Wednesday, February 4th, Circulate had the pleasure of giving a presentation to Imperial Beach’s City Council.
In late 2024, Circulate was awarded a grant by the City of Imperial Beach through the California Office of Traffic Safety to conduct several activities regarding pedestrian and bicycle safety. This presentation served as an opportunity to give Imperial Beach’s City Council an update as to how programming has gone and what programming is still to come.
We are grateful to Imperial Beach’s friendly City staff for helping coordinate this presentation and we look forward to continue conducting work within the City.
MTS Fare Change Study

San Diego’s transit agencies are facing significant budget shortages in the next few years, which could affect services. As part of its strategy to close the budget gap, the San Diego Metropolitan Transit System (MTS) is studying fare changes.
In the month of February, MTS is asking the public about two fare change packages. MTS will hold four workshops, where the public can learn about MTS’s strategy to close the budget gap, review the fare change packages, and participate in group discussions to provide feedback.
In addition, riders can stop by an MTS booth at select transit centers in February.

Tragic Hit-and-Run in Pacific Beach Highlights Need for Safety

This week, our community was shaken by a heartbreaking tragedy. A 6-year-old child, Hudson, was killed by a hit-and-run driver making a left turn on Ingraham Street, part of the Pacific Beach bike path just a block from an elementary school.
Circulate San Diego COO Jeremy Bloom spoke with NBC 7 about this preventable loss, emphasizing that enough is enough. Our streets must be designed to protect the most vulnerable, not put them in harm’s way.

Circulate CEO Speaks at New Laws Panel Hosted by LAI

Earlier this week, Circulate CEO and General Counsel Colin Parent spoke on a panel hosted by the San Diego Chapter of Lambda Alpha International.
The panel focused on new housing laws in California. Colin also previewed data from Circulate’s forthcoming report on the statewide use of Density Bonus Law.

Save SANDAG Bike Projects Call to Action

In 2013, SANDAG promised they would deliver critical bicycle and pedestrian projects as part of an Early Action Program. Now, over a decade later, many of these projects have not been constructed or funded.
Local advocates are leading a campaign to call on SANDAG to follow through on their promises and deliver these critical projects.
Muirlands Middle School Pedestrian Audit Recap

On Thursday, Circulate partnered with Muirlands Middle School to host a pedestrian audit in La Jolla. The group surveyed the busy stretch of Nautilus Street and assessed safety concerns for people walking and biking—particularly near the middle school.
Before the audit, participants gathered in front of the school during pick-up to observe driver behavior as students were dismissed. The group noted frequent driver–pedestrian and bicycle conflicts, speeding vehicles, short crossing windows, drivers encroaching on sidewalks, and cars blocking bike lanes while waiting for students. Participants also observed limited daylighting and a lack of marked crosswalks around the school.
During the audit, the group discussed potential improvements to the area, such as installing a mid-block crossing and increasing crossing time at the crosswalk in front of the school. The focus was on making the area safer and more comfortable for students, staff, and drivers traveling to and from campus.

Circulate CEO with Op-Ed in Union Tribune

Last week, Circulate’s CEO and General Counsel published a guest editorial in the Union Tribune, recognizing the impact of bonus programs in the City of San Diego.
Recently the City of San Diego released an annual report on housing permits. The numbers are striking: more than half the homes permitted in 2024 used these bonus programs. While Community Plan updates dominate public debate, bonus programs are quietly delivering results.Not only are the bonus programs creating more homes overall, they’re also driving the production of deed-restricted affordable homes. San Diego’s Independent Budget Analyst found that 70 percent of all affordable units permitted between 2021 and 2024 used the Density Bonus Program. During that same year, the City’s inclusionary policy resulted in only one unit.
Circulate was the champion of the City of San Diego’s 50% bonus program, and we sponsored legislation to extend it statewide. Stay tuned for a report this year about the impact of that expansion throughout California.

How many years have your worked for Circulate and what is your title?
I’ve worked at Circulate for 3 years now, and I’m an Associate Planner.If this is your 3rd or 5th year, which role did you start out as and which role are you in now? Describe the different type of tasks you perform.
When I joined Circulate in 2022, I started as an Assistant Planner fresh out of college. My early day to day work focused on supporting my colleagues with community engagement events and putting my design skills to work across our social media and project deliverables. I am now an Associate Planner and have had the opportunity to grow into a more hands on role coordinating these efforts. With this position has come growth in the work we do, and one of my favorite projects has been designing our new Traffic Calming Course. You’ll often find me next to it and engaging with people at community events. I value how my work connects directly to people’s daily experiences and am excited to continue growing as a planner!
During this time, what’s your most memorable face palm moment? Or what is your biggest achievement to date? Choose one.
One of my most memorable achievements has been coordinating a pedestrian audit with older adults living in City Heights. Throughout our audits, we walk with participants, take observations and photos of street conditions, and document what we learn to prepare a report. Residents shared how meaningful the experience was for them, and one participant surprised us with printed photos they had taken throughout the walk. I never would have expected to receive anything in return, but that moment stayed with me and reinforced why this work matters. Being able to connect with residents of all abilities and see how valued these efforts are within the community made the experience especially meaningful. It remains one of my proudest moments at Circulate.
What are you excited for about the future?
I just got an e bike and am excited to bike more in the coming year! As a professional “Walker,” I’ve spent a lot of time experiencing San Diego on foot, but I’m looking forward to exploring other mobility options and seeing the city from a different perspective. Looking ahead, I’m excited to continue growing as a planner and obtain a few certifications hopefully in the near future.

We will be bringing out our Traffic Calming Course and distributing pedestrian and bicycle safety materials. The 10-foot x 14-foot vinyl course showcases a variety of traffic calming treatments such as a roundabout, curb extensions, and protected bike lanes, among others. Along with the course comes a set of remote-controlled toy vehicles where participants are expected to navigate the course in a safe and controlled manner.

Save the Date: Bike With the Fire Chief & Holiday Toy Drive

Join us on this Saturday, December 6th at the Bike With the Fire Chief & Toy Holiday Drive!
Get your bikes and helmets ready and bring any unwrapped toys to this year's 5-mile guided ride along the downtown waterfront with Fire Chief Logan! This event is open to all ages and will be led by certified instructors from the San Diego Bike Coalition.
For the YMCA Toy Drive - Please bring new and unwrapped toys for children ages 0-12. Toys will be distributed locally at the Jackie Robinson Family YMCA's community event and to children in Tijuana, Mexico.
In addition to the bike ride and toy drive, there will be several information booths at 2580 Kincaid Rd, San Diego. Come visit us and many other booths as we will be distributing pedestrian and bicycle safety materials to all those that stop by!

Last month, Circulate San Diego launched an online tool for San Diegans to write to their elected officials and demand safer streets.
Nearly 50 pedestrians and cyclists are killed on City of San Diego streets each year. The City has pledged to end traffic deaths, but these numbers are not budging.
Circulate and safety advocates have repeatedly called on our elected officials to take action and fund safety improvements to stop deaths on our streets. The City has not answered this call. Now, Circulate is asking for YOUR help to call on our elected officials to fund road safety in 2026.

This past year, Circulate teamed up with the City of San Diego to bring bicycle and pedestrian safety programs to residents across the city! On Thursday, December 4, Circulate was invited to meet with Elisa Ramirez, the California Office of Traffic Safety (OTS) Community Engagement Coordinator. The meet and greet was hosted by the County of San Diego Health and Human Services Agency in order to highlight Circulate’s work on the Walk N Roll program and Community Health Improvement Partners (CHIP)’s role in facilitating Resident Leadership Academies (RLAs). It was wonderful to have an opportunity to discuss our work directly with OTS, and we are looking forward to another great year of partnering with the County.

Celebrating the 2025 Momentum Award

Last week, Circulate hosted its annual Momentum Awards at Quartyard, honoring the people and projects driving a safer, more connected region. The event brought together hundreds of community leaders, elected officials, and partners from across the housing, transportation, and land use sectors to celebrate progress in mobility, safety, and sustainability.
CEO Colin Parent reflected, “From major housing projects to young people advocating for change, the Momentum Awards celebrate the many ways people are improving our region. This year’s honorees—agencies, community groups, and individual leaders alike—show how collective effort and shared values can create real progress for San Diego.”
The event featured eight award categories, including seven juried Momentum Awards and the Walk the Walk Award, which recognized City Councilmember Vivian Moreno, Climate Action Campaign Executive Director Nicole Capretz, and County Senior Planner Hugo Salgado for advancing safety, sustainability, and livability across the region.

In just one week in late October, 11-year-old Andrew and 6-year-old Lucas were killed in separate crashes. San Diegans should be outraged.
Circulate and safety advocates have repeatedly called on our elected officials to take action and fund safety improvements to stop deaths on our streets. The City has not answered this call. Now, Circulate is asking for the community’s help to call on our elected officials to fund road safety through our “Stop Deaths on Our Streets” campaign.
Join us for World Day of Remembrance

Join Families for Safe Streets San Diego, Circulate, and safe streets advocates on November 16 for World Day of Remembrance for Road Traffic Victims. This event honors the 1.35 million people killed each year in preventable traffic crashes.
538 people were killed on San Diego County streets in 2023 and 2024. On World Day of Remembrance, volunteers will place signs at intersections where crashes occurred in honor of the lives lost too soon.
If you would like to get involved you can:
- Join us to honor our neighbors killed in traffic crashes and call for safer streets;
- Volunteer to place memorial signs at crash sites; and/or
- Sponsor a memorial sign for just $15.

California Walks, the statewide voice for pedestrian safety & healthy, walkable communities for people of all ages & abilities, is hosting an “Advancing Health Through Active Transportation” Policy Roundtable in San Diego this year!
The roundtable will take place at Scripps Mercy Hospital San Diego on Tuesday, November 18th from 9:00am – 3:00pm.
These policy roundtables have been invaluable to Cal Walks’ work as they help the team not only engage with communities from across the state, but also help make sure that the organization is working towards policy issues that will benefit everyone. Past roundtables have led to support for various legislation, such as the daylighting law, and also helped to create the Walk Bike Roll CA coalition that is pursuing the effort to bring ped/bike safety education to students across the state.
If you are available, we encourage you to join the roundtable and share your perspectives on how we can work together towards better health in our communities through active transportation.

What a Night! Celebrating the 2025 Momentum Awards

What a night! The 2025 Momentum Awards brought together hundreds of community leaders, advocates, and partners to celebrate the people and projects moving San Diego forward.
Held at Quartyard in downtown San Diego, the evening was filled with energy and inspiration as we recognized efforts creating safer streets, better transit, and more homes across our region. From local governments to grassroots advocates, this year’s honorees showed what’s possible when we work together for a more connected city.
We’re deeply grateful to everyone who joined us — and to our generous sponsors whose support made the event possible — as well as to Quartyard for once again hosting us.
This year’s Walk the Walk Awards honored Councilmember Vivian Moreno, Climate Action Campaign Founder Nicole Capretz, and County of San Diego Senior Planner Hugo Salgado for their leadership in building a safer, more sustainable region. Assemblymember Chris Ward also joined to offer congratulations and highlight statewide progress on safe streets.

Join us for World Day of Remembrance

Join Families for Safe Streets San Diego and safe streets advocates for the World Day of Remembrance for Road Traffic Victims on November 16th. This is a global day to honor the 1.35 million people killed each year in preventable traffic crashes and to push for change.
In San Diego County alone, 538 people were killed in 2023 and 2024. Each memorial sign represents a real life lost and a reminder that these tragedies are preventable.
We’ll begin with remarks from family members, advocates, and public officials, followed by volunteer deployment across the county. Teams will receive sign kits, site lists, and safety instructions before installing memorial signs honoring neighbors killed in traffic crashes.
You can also support the effort by sponsoring a memorial sign — a $15 donation covers printing, hardware, and placement.
Clairemont Drive Station Audit - Caltrans Update!

Circulate collaborated with RideSD to conduct a pedestrian audit back in March 2024 between Clairemont Drive Trolley Station and Mission Bay Park. The audit identified key safety concerns along the Interstate 5 overcrossing, including missing curb ramps, faded crosswalks, and narrow sidewalks. Circulate submitted a service request to Caltrans, and they conducted a safety investigation along the overpass.
Caltrans completed a series of updates in May 2025, adding high visibility crosswalks, updated pavement markings, pedestrian warning signs, and Accessible Pedestrian Signals (APS) at key intersections, with more improvements to come in 2027.
These improvements mark a step towards safer connections for people walking, biking, and rolling between transit and accessing the parks and beaches in San Diego.
A Year of Progress: Circulate’s Planning Projects in Action

This year was an exciting and impactful one for Circulate’s planning team. From planting trees and installing wayfinding signs in MLK Park to collaborating with SDSU students to design and paint creative crosswalks on campus, our projects left lasting marks on communities throughout San Diego County.
The work extended across California—including Ventura, Los Angeles, Oakland, Santa Ana, and Adelanto—where Circulate provided pedestrian, bicycle, andtraffic safety education for all ages. We strengthened and expanded partnerships throughout San Diego County, including with our new Imperial Beach OTS grant, and deepened relationships that led to new clients and opportunities—such as a bike bus with Jones Elementary School.
Much of this year was spent out in the field, leading bike rides, organizing additional Walk ‘n’ Bike to School Days, and encouraging safe, active transportation for students and families. Through these initiatives, Circulate’s planning team created meaningful, lasting change—building safer streets, vibrant public spaces, and stronger, more connected communities.To see more of what Circulate has accomplished, stay tuned for upcoming blog posts or follow us on social media.

Bike Talk is a radio show dedicated to the idea that we need to prioritize transportation by bikes. The show broadcasts on FM and streaming since 2008 from their home station in Los Angeles, KPFK, and sister station Valley Free Radio in Florence, as well as Massachusetts and Pacifica affiliates.

As local governments seek to meet ambitious state housing goals, a new commentary from UC Berkeley’s Terner Center for Housing Innovation offers insights into how the City of San Diego has reformed both planning policies and permitting processes so that housing moves through the system much more quickly and with greater certainty as to the outcome.
The commentary includes interactive maps and figures highlighting data on what types of housing are getting permitted, where, and how. From 2016 – 2022, the City averaged just over 5,000 housing units permitted per year, which nearly doubled to an average of over 9,000 housing units per year for 2023-2024.

RECAP - Feaster Charter Mural Painting

This past September 22nd, Circulate partnered with Feaster Charter School in Chula Vista to paint a mural in the drop off / pick up zone. Feaster Charter held a drawing where students submitted artwork that would in turn, become a large mural for the school. The winner for the artwork was 5th Grader, Perseus whom drew the school falcon logo with the message, “Believe, Achieve, Falcons.”
The Circulate team, along with help from Perseus and several of his classmates worked on painting the mural. In addition to the mural, the arrows and a stop line were painted in the pick up / drop off zone to help improve safety conditions.

Recap - Walk, Bike, and Roll to School Day!

This year, the 29th annual Walk, Bike and Roll to School Day took place on October 8, 2025. The day highlights the importance of practicing road safety, promoting safe routes to school, and encouraging more walking, biking, and rolling trips to and from school. However, just because the annual event has passed, it doesn’t mean schools can’t participate year-round.
Throughout the year, the Circulate Planning team coordinates with schools across the County to help organize and host Walk and Bike to School events that inspire active, safe, and fun ways to travel for students. Let’s continue encouraging safe walking, biking, and rolling to school every day or consider hosting an event before or after school to keep the momentum going.

RECAP – Imperial Beach Wayfinding and Safety Signage

As a part of our OTS grant with the City of Imperial Beach, Circulate was tasked with creating wayfinding signage and safety decals to help make walking, biking, and rolling safer and easier.
In September, the City of Imperial Beach installed our 6 wayfinding signs and 14 bicycle/pedestrian safety decals at heavily transited areas around the City.
We are grateful for our continued partnership with the City of Imperial Beach and OTS and look forward to continuing our work in the community.

Intro Spotlight: Aria Grossman
Tell us a little bit about yourself.
I am joining Circulate San Diego as the Policy Manager. Prior to joining Circulate, I spent three years working as a legislative staffer in the United States Senate, primarily working on transportation and appropriations policy.
I graduated from Washington University in St. Louis in 2022 with a double major in Global Studies and Finance and a minor in Chinese. In my free time I love hiking, traveling, exploring new neighborhoods, and crocheting.
How did you become interested in Circulate San Diego?
After working on housing and transportation policy at the federal level, I was looking for the opportunity to work on these issues at the state and local level, as that is where so much of the impactful decision-making power is held. I stumbled across Circulate online, and it felt like the perfect opportunity to work on impactful policy projects in a beautiful city!
What’s your most memorable face palm moment? Or what is your biggest achievement to date? Choose one.
Last year, I decided to sign up for a half marathon with zero running experience and two months to train. I ended up successfully completing the race under my goal of two hours! (My final time was 1:59:57, but it still counts!)
If you could choose anyone, who would you pick as your mentor?
RuPaul comes to mind. I believe in being the change you want to see in the world, and I admire people who embody this quality. RuPaul brought a "fringe" art to the mainstream and has permanently altered social standards in America along the way, just by relentlessly doing his thing. I think there is a lot to learn from that worldview. Why not decide to live as if you are currently in the world as you wish it existed?
